that congress only can declare war,

Altogether the situation of affairs is

As will be soon by reference to the
county court proceedings published
on our local jiage, the new hoard
seems to bo Inclined to do things in a
business like manner. Tho sheriff has
been instructed to collect all delinquent
taxes without delay. As delinquent
taxes have been accumulating for many
vcars iast, it is high lime they were
settled up, or wiped out in some man
lier, The hoard does not luiilnte to
niako liberal appropriations lor road
and bridges when the same is deemed
necessary, and this is right. There is
always a" lot of grumbling moss backs
who sot up a howl every time an ap
propriation is iniide, and declare the
county is going to the devil, If Mich
people were regarded in tho least, but
very little progress would be made.
The board ulo proposes to change the
methods heretofore adopted in regard
to taking care of the county poor and
criminals coullited in the county jail.
They will let a contract to some com
petent person to feed, clothe and care
for the paupers at so much for each
person per week. A soperate contract
will bo given to some physician to
furnish medicine and medical treat
ment to paupers and prisoners. No
doubt this will ho an improvement
over tho old methods.

About tho worst swindle that was
ever perpetrated upon the people ol
Oregon was the appropriation ot
StfUUO per year of their money to keep
up a Hoard of Immigration for the
benefit of Portland and dltl'ereut rail

the aid of highly colored pamphlets,
mid overwrought reports of the fer
tility, resources and capabilities ot
tho State, they have brought many
people here, who after making the
long journey and spending consider
able of their worldly year, tlnd the
falsity of their information, and in
many cases are lett Mrundcd without
means, and have to get along as best
they may. To tifls cause may bo
attributed the low price of labor that
is affecting om laboring classes.
Willing hands are ottered to perforin
work that does not exist. The
stranded emigrant niuot live, and so
works for whatever may he offered,
thu ruining the interests of the labor
lug men. Unfortunately it is only
tho poor man that is caught by these
