Probably no Democrat, not even Samuel J. Tiklen while living ever received sncli un stinted praise from the Republican Dress as has been showered upon him d'uing the past week. Nothing has been done by any member of Mr. Cleveland's Cabinet since it was or ganized more- calculated to win -popularity than is the act of the Secretary of the Nsrvy by which the work of for tifying our seaports and building iron clads is established on a solid founda tion From every side his energy and sag acity is applauded, the work he has done to beguile bidders to accept of fered terms, and the ability he exhib its in directing the general work of his Department. It really looks too as if the name of Mr. Whitney would be iissociated in history with the build ii!"ot the American ravv. Needless delays can be avoided because it is shown that the gun forc ings and armor plates can be furnished in a much shorter time than was sup I03ed. , For more than eighteen months Sec rotary Whitney has been industiiousiy devising the'mcans that make success possible. He has been studying the conditions of the problem determin ing the needs of defensive armor gaug ing the impaci of projectiles, fixing en tests by which the Department will be governed, and making tho induce ments as attractive as possible. ' Since all the Iron foundries of the countiy are pressed with unfulfilled engagements for months ahead, at high prices, some surprise was expressed that there should hove been a single bid for the millions of dollars woi tb of work that was proposed. But the proprietor of the Bethlehem company foresaw that the boom wonld not last, and that it would pay to woik for Uncle Sam even on more reasonable terms, because his job would last for a decade or so, both summer and winter, and his pay is sure. It is to'be hoped that there will be no more lamentations for the present over the failure of the Naval bills. At least Secretary Whitney is satisfied with the outlook. He says the prob bm whinli ri!iz7l.ft evervbodv is solved and that tho work of fortifying coasts and equiping ships is in just as good shape as it would have been if the Sen ate bills had become laws. Since I wrote you tho long dis cussed Intcr-State Commerce Commis sion has been completed, announced, commented upon, approved and now it is about to organize and go to work. Tlie five lawers composing it, and who represent the States of Alabama, Illi nois, Michigan, New York and Ver mont, are practically placed in charge of private property valued at about seven thousand dollars. This tremen dous responsibility is greatly increased when it is remembered that almost the entire internal commerce of the countiy is affected by the action of this new court. No one doubts tho honesty of the mcmbeis of the Commission, and they aro all conceded to be men of ability, but their labors will be complex and comprehensive, the new law is a vast problem; every feature at its opera tions more or less perilous, and what" ever is done, the Commission will be criticised and opposed en every side. ThT railroad men, shippers and travel er?, producers and consumers are wait ing to pour complaints, queries, com munications and requests by the thou sand upon the Commissioners, as soon ' as they are ready to receive them, and will make their lives burdensome, of course. Tne effect of the new law upon this city will be pronounced. Practically it gives the Capitol a new Government Department. A large and important bureau will be organized at once, a lare clerical and official force will be 0 appointed by the Commission, legal and other representatives of ail the railroads in the United States will te drawn here, besides thousands of peo ple interested in questions brought be fore tho Commission. .Altogether it will add greatly to the activity of flic coming summer in Washington. How a Universal Menace to Health May Be Disarmed; A few years ago the people in a certain section in one of the leading cities of the State were prostrated with a malignant disease, and upon investigation it was found that only those who used water from a famous old well were the victims. Professor S. A. Lattimore. analvBt of the New York State Board of Health, upon analvzinz water from this well. found it more deadly than the city sewages ilie filling up of toe old well stopped the ravages of the disease. rot long since the writer noticed while somo men were making an excavation for a large building, a stratum of dark colored earth running from near the surface to hard pan. There it took an other course toward a well near at hand. The water from this well had for years been tainied with the drainings from a receiving vault, the percolations of which had discolored the earth ! j ..... Terrible! i - - A similar condition of things exists in every village and city where well water is used, and though the filtering which the fluids receive in passing through the earth may give them a clear appearance, yet the poison and disease remains, though the water may look never so clear. .ffo It is still worse with the farmer, for the drainage from the barn-yard and the slops from the kitchen eventually find their way into the family well ! iThe same condition of things exists in our lartre cities, whose water supplies are rivers fed bv little streams that carry off the filth and drainage from houses. This 'water" is eventually drunk by rich and poor alike with great evil. tf&t bome cautious people resort to tne niter for purifying this water, but even the filter does not remove this poison, for water of the most deadly character may pass through this filter and become clear, yet the poison disguised is there.
