The week's work m Congress can ue
easily summarized, aa the Senate was in
session only three days' and the House
four. Besides a good deal of. other pri
vate legislation the Senate pensioned
the widow of General Logan at $2,000
a year, secretly discussed the Mexican
Reciprocity treaty, and debated the im
portant pending bill on Interstate Com
merce. The House passed three of
the regular Appropriation bills, several
dozen pi ivate pension bills, and dis
cussed bills on the public buildings and
nava reorganization. But what should
be emphasized in the work of a demo
cratic House is the passage, without
opposition, and without any provision
for Confederate Boldiers, of a pension
bill for the current year appropriating
over $76,000,000.
This amount is nearly as much as
. were the entire expenses of the govern
ment before the war, and it ought to
put the republican ranters of the last
presidential campaign to tho blush, if
anvthinff could. Democratic close-

Senator Beck has by no means given
ui) his intention of pushing his bill to
prohibit members of Congress from
acting as attorneys for railroads which
have received government aid, although
liis long silence had led some of the
railroad Senators' to hope that they
would not again be confronted by this

pecially since they know it is " urged
forward by a practically unanimous
public sentiment. The debate on the
Inter State Commerce bill is being long
drawn out in the Senate as a shield
to keep Mr. Beck off, but even it must
come to an end when all the speakers
have made their speeches for or against
it. : "
It seems that the Revenue Reform
" question is really coming to the front
now. and that another effort will be
made to reach those surplus- millions,
This time it wilt be by the interna
revenue men, Mr. Randall and his fo
lowers. They will advocate that the
whole of the tobacco tax be removed,
that the tax on alcohol used in the arts
bo abolished, and that fruit brandies
bo relieved of tax, but as to whether
they will attempt any tariff alterna
tions, no one can predict. The mem
. bera of Congress from tobacco produc
ing states feel that it is a duty they
owe their constituents to vote for the
repeal of the internal tax on tobacco
in almost any shape that it might be
presented.
These are exciting days for the Sen
ators whose terms expire on the fourth
of March, and there are many indica
tions that the Senate will be much
changed after that time, but whether
or riffi it will be improved in character
or abilityis an open question. Sena, i
tor Conger of Michigan, who has been j
in public life for thirty-two years, is to .
be succeeded by CoL Stockbridge, be-1
cause the latter is a richer man. The
- long bearded republican milllaiiaire
from Nevada, Mr. M. W. Stewart, is
cominsj back for another term. No
one objects to him, however, as he was
rather a lively man in the Senate, and
having a pretentious looking residence
here, takes a good deal' of interest in
the improvement of Washington city.
It is still doubtful who will get Gen.
Logan's place, but Pennsylvania sends
Mr. Quay, a well known boss and in
triguer, instead of Mr. Mitchell; and
Minnesota sends ex-Governor Davis,
a tariff reformer, a writer of a book
on Shakespeare, and a so-called orator
in place of Mr. McMillan. Nebraska
is hesitating between a demagogue and
a magnate, and California is still in
doubt, as are also New York, Massa
chusetts, Tennessee, and other states.
' When the House took up the bill
for a Re-organizatien of the Navy Mr.
Goff of West Va., who was Secretary
of the Navy for a few weeks under Mr.
Hayes, entered upon a lengthy criti
cism of the bill, and charged the Jack
of a Nayy to the Democratic party.
Represcnative Buck thought it strange
that after Republican Secretaries of
the Navy had for years reccotnmended
thi3 same kind of legislation, it should
now he opposed because a Democratic
Secretary had recommended it- Mr.
Bou telle of Maine, who is one of the
narrowest partisans on the Republican
side, denied that Mr. Goff or himself
had changed front in regard to this
matter. But Mr. Buck did not waver.
Said he: "Yo. are opposed to it to
day you were opposed to it yesterday,
you will be opposed to it to-morrow
and everlastingly opposed to it as long
as a democratic secretary is in power."
As to the present condition of dem
ocracy and what it is doinjj, Gen. Black
Commissioner of Pensions, gives a pic
ture in a recent letter to Allen G.
Thurman, which is calculated to re
joice the heart of every one to whom
success is dear. Said he, "A trinra-
hant democracy administers the af
fairs of the republic. Quietlv but
positively the reforms that have long
been demanded by the people, so far
as the Administrative branch of the
Government is concerned, are in vig
orous enect. Jbconomy and law are
the standards of official action. Paiti-
Sanship does not now throw its sword
into the scales of jus' ice. Submission
to assessments bv public officials for
partisan purposes is not a condition
of public service.' Contracts are not
et to the highest partisan bidder and
the public lands are safe within the
pale of f-he statutes." What more
could be said in behalf of the great

things in the brief space of twenty-
two months?

A Knoxville, 111., policeman, who
acted as door-keeper at a dramatic per
formance, gave a password, instead of
door-checks, to those who left the build
ing before the curtain rose. Within
a short time nearly every one in town
knew the password, and before the
first act was over the house ' was
crowded to suffocation.
Herbert Spencer will remain at
Brighton during tha winter. There
has been but little improvement in his
condition, and he has recently been
forced to assume a completely recum
bent attitude in his wheel-chair.

who was put to death by the King of
Uganda, Africa, will soon be published
in London. It is a thrilling and pa
thetic narrative of his experiences there
up to the day of his death.

eases of the human system originate in

if our specific were used, over ninety
