ROSEBURG REVIEW FRIDAY, APRIL, 30, 1886. WASUXXOTOX ZETTEB. Washington, April 12, 1886. It is to be Loped tho creditable work done by Congress during the week is an earnest of what ia to follow for tbe next three mouths. When the Senate vofed to erect a buUding for the Libra ry of Congress without one dissenting voice, the Senators were so much grat ified that many of them were seen to smile. Thirteen Democratic Senators voted agaipst the admission of, Washington Ten itory as a State, after paying the female roteis out there a good deal of attention. Senator Eustis -feared that when the women became U. S. Sena tors they would tell all the secrets con nected with executive sessions. Sena tor Beck held that the women would never Hie old enough to come within the constitutional limitations as to age. The newly appointed Senator from California, Mr. Hearst, was escorted to the Capitol by his millionaire colleague, Stanford. After being sworn in, he he took his seat on the Democratic side, and cast his first vote against the admission of Washington Territory. - Mr. Hearst makes another addition to the already long list of rich men in the Senate. His daily income is said to be about 1, 200. He has been repre sented by his enemies as simply a man of money, though there are probably few men who depend less on wealth ands. position than he. He sunk good daal of his money in order to give the Democrats of his state the San Francisco Exaniner, a daily paper in sympathy with their views. His only son has chosen journalism for his profession. After familiarizing him Belf with its details by beginning at the bottom of the ladder, he expects to take charge of his father's paper. The House of Representatives also voted for the Congressional Library voted to pension the Mexican veterans, all that is left of them, and besides passing nan a dozen tula or more or less importance, defeated the Bland bill for the unlimited coinage of silver. An employee of the Government Printing Office surprised me by saying the demand for speeches on the silver question for campaign purposes was greater than for those on political subjects. The largest order received this session, hv th PnViUfi Printer was for William L. Scott's Bpeech in support' of a compromise on the silver question. Mr. Scott is from Pennsyl vania, he is a Democrat, is the wealth iest man in the Lower House, and has been mentioned as a possible successor to the sick Secretary of the Treasury. The largest order was for Senator Beck's notably speech on silver, which has been called for by members of both parties. Despite the fact that the President has been warned by physicians sin:e Secretary Manning was stricken down v . w . no tanes no more rest, recreation, or exercise than before, but keeps hard at work. His habits of labor seem to be so fixed as to adrmtTbf no" change, and he tolls his friends he knows what be can do, and there is no use talking to him. More strangers have visited Wash ington durin? the present session than any previous one. They came in crowds to the White nouse daily, and Mr. Cleveland's hand shaking receptions, which occur every other day, are atten ded by , hundreds. Miss Cleveland's receptions throughout the season were very largely attended. Some of them were sucn crushes that the crowd was at times, admitted three or four abreast and extra guards were employed to keep the peopla in order. . uncus incidents have occurred on some of these occasions. For instance a White House usher was assaulted by two women because he would not admit them fast enough. They were tall, muscular women, and they bruised the man badly. It was the intention to arrest the offenders, and they were pointed out to a policeman, but on second thought the matter was allowed to pass. Miss Cleveland bore her part during the last social season with a great deal of crecit to herself. She showed much good sense and a good deal of kind heartedness. At her last 'reception, after she had been shaking hands with thousands, and was necessarilyvery tired, the published hour for closing the house arrived. There was still a long line of people waiting to pay their respects. The guards started to close the doors, but she ordered them left open until all who had come had been admitted. It is a great deal easier to look up on those who are below us with pity thaw upon those who are above us with out envy. Josh Billings. Gladstone, the greatest Hying En glish statesman, now 77 vears old, de livered the crowning speech of his life, on Thursday, April 8th, in the Brisish House of Commons in favor of Irish home rule. His speech will have s world-wide effect. It has created pro found attention not only all over the British dominions, but throughout the United States and in every civilized land. One of the most venerable of the old chestnuts is the so named Napoleon chestnut tree in the garden of the Tu ileries. Regularly every year it is an nounced to be in : leaf on the 20th o March the anniversary of Napoleon's return to Paris from Elba. But this year at latest accounts it had not shown so much as a single bud. Yet this should be encouraging as an indication that the old chestnut will still stand by the Paris paragraphisc, since it mani fests no intention to leave. Gen. Butler's letter to Speaker Car lisle confidentially requesting an inves tigation of the correctness, of his ac counts as treasurer of the Soldiers' Home is not sufficiently comprehensive to satisfy the Richmond Dispatch, which asks: " How about his accounts with the homes of the people of New Orleans? Daniel Webster was regarded as the most distinguished graduate of Dart mouth College, and it is confidently ex pected that at least one-half of the 4,000 living alumni of that institution will assemble at the dedication of the Webster Monument at Concord. The day set for the ceremony is June 17th, the anniversary of the. Battle of Bun ker Hill and also of Webster s great speech when the corner-stone of the Bunker Hill Monument was laid, June 17th, 1825, and of his yet greater ora tion when that monument was comple ted, June 17th, 1843. The dedication of his own monument on the same date is to be made emphatically a Dart mouth day. BL AXE'S GHOST. Why do the Mugwumps thus in dorse a policy directly antagonistic to their Civil Service Reform professions? Because they fare affrighted by Blains's bogle. Because they fear that any criticism of Mr. Cleveland would aid to make Blaine's ghost a substan tial body and to fill the next Presiden tial term with it. ! ; The shadow of Blaine need not make our Mugwump friends so uncomforta ble. Mr. Blame is not certain to be the Republican nominee three years hence. It is a long way ahead. There is nothing to cause much doubt of, the election of a Democratic successor to Mr. Cleveland. The want of harmnnv between the Executive and Congress may make the next House doubtful. But what of that? : A Republican Pres ident was elected in 1872 and a Dem ocratic House in 1874. In 1877 a Republican President wa3 inaugurated and in 1879 a Democratic House met and organized at Washinrton. Tn w O 1880 the Republican candidate, Gar field, was elected President and in 1882 the Democrats elected a majority of the House of Representatives. A Republican House chosen in 1886 after the Democratic Presidential vie tory of 1884, would mean nothing and only follow precedent Besides, it would relieve the Democrats of the re sponsibility for legislation just before the Presidential campaign.
