The steamer Yaquina ivhich left San Francisco on her last trip on Tharsdaj, arrived at Yaquina Citj on Saturday morning and three carloads of freight for Albany was transferred by rail to Corvalli3, and from thence by boat to this city, being unloaded at tht dock here on Sunday evening. Taking into consideration that the steamship left San Francisco Thursday afternoon, this is the quickest delivery of freight ever made between Albany and San Fran cisco, especially as theinroiee bills will not be here for a day or two being sent via Portland. Ti-affic on the Oregon Pacific has increased to such an extent within the past few weeks that the company has been compelled to charter another steamer to handle the freight on the upper Willamette. The City of Salem has been chartered for that purpose, 2& on her last trip from Harrisburg brought down 200 tons of wheat. Large quantities of potatoes and ap ples are also being shipped, and the bulk of the freight business of Salem and Albany merchants, and of towns up the valley is now going that way. The City of Salem passed Albany or. her way to Corvallis with a load on Friday evening. The Isabel passed np Saturday afternoon with 1,300 sacks of potatoes, besides other freight from Salem alone. The City of Salem loaded at this city agin yesterday. A Ibany Hecald. " WA8H1XQTOX LETTER. Washington, Feb. 15, 188G. There have been many rumors dur ing the week of impending Cabinet changes. Theso rumors aro periodic and usually unfounded. The Treas ury and Department of Justice are the offices particularly referred to, and in the case of the latter, gossip goes! so far as to designate the Attorney-General's successor. There has been nioro quiet pressure brought io bear upon the Administra tion tc effect Mr. Garland's removal than the public is aware of. But the President keeps his own counsel, and he is quoted as having intimated to an officious friend, after patiently listen ing to his suggestion on this subject, that when ho desired advice touching his own business, ho would ask for it Besides, Mr. Garland is a proud man, and would not be willing to remain in his present position a day were he not assured of the President's fullest con fidence. As for the Secretary of the Treas ury, should he conclude to retire it could scarcely be from dis satisfaction with his position j or with the President, or for any dissat isfaction on the part of the President with him, as they have worked in perfect accord together for a longer period than this Presidential term. Mr. Manning has o f ten said, however that he only entered the Cabinet to assist the President in inaugurating certain reforms. Tnis being donc he had no further object in remaining. He could not desire to make money while holding so important a placs as that of the Secretary of the Treasury and he has often spoken of a settle! purpose to retire from public life. During the present week. Education will be the subject of debate in e Senate and theiitz Joan rorter casax will be again dragged through the House. Representative Swinburne, of New York, in a speech on the Por ter bill, l)ore testimony, from personal observation, to the jealousies which and said jealousy seemed to him to be I one of the fine arts taught at West Point. The findings of the Court martial in the case of General Pprter were, he thought, largely the result of jealously. He was -followed by j Mr. Houk, of Tennessee, who said Porter was guilty of treachery, and ought to have been shot. j The discussions which the Blair Educational bill elicited in the Senate during the last Congress are likely to bo repeated in this. The subject was exhaustively considered then, and lit tle that is new can be said upon it now ! SenatorjtMorgan of Alabama, is still iu the fore front of the opposition with a clearer field before him that Mr. Garland is not there to now. con the fute him. He still argues that bill cannot find a foot hold in the Con ran t- stitution, and that it is an unwar able invasion of the States' right does not believe that the whole Ifo coun- try should be taxed for the benefit of localities, and he protests that the Government has no more riglSrHo make appropriations for the public schools of a State than for its churches or dispensaries. The Senator paid he knew many would reproach him for opposing a measure that seemed to be a great benefit to the people of Alabama but he prayed to God he might not falter in giving obedience to the Con tion he had sworn to support, answer to the enlightened peon titu IJis e of his State would be that he pref ered the spirit of truth, which dieth not, to the body of error even though crowned with jewels, for its bridal with death. j In the course of these remarks, Sen ator George of Mississippi, askedj him if Calhoun had not yotad for a certain i measure. "I don't know" replied the Senator from Alabama, "and with all respect for the memory of Mr. Calhoun I don't care. Mr. Calhoun foted on both sides of many questions, and voted sincerely every time" There were two brilliant events at the White House during the past week. The President's third State dinneij was held in honor of the Supreme Court, and the first card reception of the: win ter was given to the Diplomatic Corps. To this both Houses of Congress were invited, besides the officers of the; Ar ray and Naty, the J udiciary, and va rious other officials in Washington. The rain poured down in torrents, but it was a carriage reception, and no one attended who did not go in carriages. Congress had been invited only throgh the papers, as it frequently has been of late vears on such occasions and ft number of Senators were j con spicuous for their absence. One of them remarked that he would not at tend even a caucus on such an an nouncement. He knew the President did not intend any slight, but hs j was not in favor of carrying J?ffcrsonian simplicity quite so far.
