Cleve land's term. Already in the mere nee- . essary work of the executive mansion, four clerks with an -a'ggrejjate salary of $6,200 have been dismissed without successors. And it is asserted that the pruning knife will cut olF throughout t'e United Slates some 20,000 offices. . whose aggregate salaries would bs in the neighborhood of 30,000,000 an nually, or a saving of $120,UOO,000 in a single Presidential term j President Cleveland does sou. twelve hours hard work every day, the Cabinet officers do as much each one having perfect con trol over his own department, as in a well regulated business establishment. The government is no longer run by $1,000 clerks. With regard, to the offices, no one is to be disturbed except for cause. When terms expire, Demo, crats, of course, will be selected. It was a Democratic Senator who got up the bill and it is a Democratic President who is living up to it. Thochagria of the Republicans is not dun to any pat riotic motives, but thpy hoped that Cleveland would make a "clean-sweep in order to make political capital. It is a selfish motive and one unworthy of ' Americans. Our good friends the Kepntlicans have so long asserted that the Democratic party is very hnn g y and very thirsiy, that ttjfiy are sur prised to see our paity us its victot v po sensibly and so patriotically. Thus giving suf-fic-ient vacation between terms and for t!ie holidays. The first Monday in September 'next is as soon as tho school can be started, because no teachers are yet employed. There' being 507 peiv sons with iu the district bot'-veen the ages of four and .twenty-one, ami who j are entitled to atteV.d the school, to say nothing cf sorfio-coming in v from outside the district, we know with good teachers and a free school,, there ..will 1 e fully s many pupils attend as four teachers can manage to advantage. It is essential that teachers, 'as -nearly"-as possible, every way qualified and com petent ba secured.- Patrons should consider it a. wasie of their money to have - it paid to unqiuhfied and incom petent. teachers. It is not the work of only a day or 9 week to select and contract with foui teachers such as are likely to give gen eral satisfaction to the patrons of the school. To "fcecuie tha principal, . as there must he one, who is in every way competent and qualified is probably the most difficult part of the business of 11 ring teachers. While good teach ers are lequired for tha lower or pri mary department, equally as competent in their respective departments as the piincipal, at the same time the princi pal must possess the learning, exper. ience and judgment to fit him, not only (o conduct his own department suc cessfully, but each and all the other department. He must understand the correct methods 'of teaching 'of classify ing, of advancing the scholais, and the rules of discipline for the government and regulation of the several depart ments and the -general management of the whole school. lie must be able to' maintain amicable relations and har mony among the teachers. He must possess the experience, energy and in dustry together with the requisite edu cation to create and maintain an int?r- cui in the work by Votl teachers and pupils. The patrons of the school pay t lie taxes, they furnish the money, they want and are entitled to the largest possible benefit for every dollar. Then to secure teachers and priucipcl, and to start and secure the kind of school de sued is manifestly a responsible duty. To perforin the duty and accomplish be desired object, wo do not see the way clear or safu to try .to start the school before September. If all the tax levied is collected, together with the public money, llu io will not be more money at bur command than will support oiiO full term of nine months free scacol; and we think it besc to arrange as above. If for no other rea sons, the fact that teachers aro not em ployed and that there has not been time since the annual school meeting to arrange matters relating to the school and employment of teachers, and will not be time enough to do so, sufficient reasons for not having a free term cf school this Spring. We do not sup pose a majority of the patrons aio anx ious to relieve the directors of the duty and responsibility of securing and em ploying teachers in time foi a Spring term. We hope and, "a it s-ppears now, expect to have the means to carry on a nine months free school commen cing in September. Arrangements will be made, and no ticagiyon, relating to admitting schol ais into the Sihoul from outside the: district, rates ot tuition lor them, etc. We; do not undertake to say to the patrons of .iTaechool i-hat ail jdesire and all tfiey desire and are eatillcd to s'aall b accoiiiplished, but with their aid and reasonable indulgeuee and for bearance, we promise to try and,-according to oul ability, accomplish all we can.
