It's a very good scheme, if it works ! And now, it Is said, you have a nice plan By which Democrats bold will adopt a Gould man. Justice- The issue between the two parties is more marked than at any time in the history of our country, both by the se lection of the candidates and the decla ration, of the r-imcip'-fs which they represent. Capital is directly arrayed against labor. The country has been drifting to this issue for many years. Concen trated capital has thronged the lobbies of our legislative halls, both state and national, and with her educ-ive in fluences has corrupted our legislators nnd secured special Jaws for her ag grandizement, and has by this means created monopolies that are more dan gerous to the the liberties of our people than an armed rebellion. The Goulds, Vanderbllfcs, Hunting tons and Crockers, emboldened by their success and bloated with the possessions of their millions, wrung from honest toil, by unjust and discriminating laws assume to rule this country and dictate legislation, both state and national, for our people. It is for the people to say if they will longer submit to tho dicta tion of these Plutarch:-?, or assert theii independence and manhood by hurling from power a parly that has created and fostered these monopolies. It is within the memory of manv men now living, when Astor and Vanderbilt were the only persons in the United States who could reckon their wealth by the million. Within the last twenty years millionaires have sprung up in every village and hamlet from the At lantic to the Paciiic, while the people, they have correspondingly grown poorer and poorer eery ear. Millions of persons are working to build up Vanderbilt's fortune which he cses to impoverish and oppress those who are building it up for him. This is but ar. illustration of tin condition our coun try, is in. This fungus aristocracy which has fastened itself upon the body politic is of a rank and rapid growth; ir threatens the very life of our govern ment and needs heroic treatment. The party which has created and fostered monopolies is not the friend of the peo ple and can no longer be trusted. The Democracv is naturally ?rxl historically the true anti-monopoly party of the United States; to it, and to it alone must the people look for relief. .Their policy is not to make an indiscriminate assault upon any of our institutions,but to control corporate abuses by just and equal laws,and to break up all monopo lies and fallow all industries free and equal ' advantages under the laws of trade and commerce. Eight- The position taken by our cotempo rary of last week upon unjust discrimi nation as to the railroad system of freightage has the sound of good metal. We hope its republican subscribers will read and preserve its leader. The ?dea that Jackson and Josephson shippers should pay nearly double the amount paid per hundred by merchants of Yreka, Klamath and Linkvillo is mort unjust, and in the language of . tho Plaindealer is "damnable." Legisla tors of Doucrlas county be as fair to the people as your organ would suggest. It is in your power to aid in redressing these grievances and it is your absolute duty to exercise that power in behalf of .ight and justice. In another place in his paper Brother Ilursh pleases us. Speaking of the change in railroad ruan Mement, he suvs: "The same officers that held under the Oregon airi Trans continental Company will retain their positions under the new management and perlnps General Manager Koehler will not again have the effrontery to come into court claiming to have no connection with the management of the road in whatever capacity." Those are, and Jong have been our sentiments. Btiok to these,brother,and when weary, rest upon oar placid bosom, for there is no guile in us. THE "Blaine Grand March" is now out, but there has been ja march for some jears familiar to the public, which more directly suggests him and his his tory than this latest one. Eveiy day the new is heralded by the telegraph cf the defalcation of some Government employe who has got axvay with a large amount of Uncle Sam's money. To what extent this peculation has gone, and the amoitnl of money that has been stolen, from the public funds the people will never know, until there is a complete change in the Governmental atTaira. Enough is known to show that the amount stolen from the various de partments amounts to many millions of money annually. This dots not re. suit so much from the fact that per sons who are employed in the public oifices.are more dishonest than those in ether walks of life, as it dots from the system by which the public business is conducted; the opportunities for pecu lation and the disposition of those in high places' to cover up and conceal these robberies, lest their party should suffer from their notoriety. In all the frauds and robberies which have been brought to light, the guilty parties have been shielded by those in high places. Grant pardoned the convicted whisky thieves who had fattened off the de frauded internal revenue. Hayes and his party covered up and concealed the star route thieves during his adminis istratior, and it was left for Arthur and those under him to render then conviction impossible; and it is now conclusively demonstrated that the ad ministration connived ;it the escape of those criminals. It would not do to charge that Grant, lTayes and Arthur shared in any of the booty. Their ac tion is only attributable to a desire to save their party f;om the contumely which would naturally attach to it from a conviction of their appointees. These facts show the necessity fur a change in she administration' of the public offices The founders cf our government had this in view w hen they provided for the recurring biennial and quadrennial elections. It is by frequent change in the offices that the greater number of our people become initiated in the mys. terif.-s of our Government. The greater the number of citizens familiar with the forms and administration of the Government, the safer will be our in stitutions. The people themselvt-s are the parties; directly interested in the. protection of the public moneys; it is from their pockets it is taken for pub lic uses, and they should see to it thaf . t it is applied for its legitimate purposes. The public fund can be better guarded and the public interests better substrved by frequent' chavges in the administra tion. The frequency with which v, e are made acquainted with these public robberies and defalca tions shows the necessity for a of administration. change U;vil BeiTico- The present Republican administra tion is reforming the Civil service with a vergear.ee. Especially is this noticeable in the Postoffice Department. My dear Hubble's letters sink into in significance compared with the present method adopted by it for extortii g money from the employes to swell tli3 corruption fund. Instead of notifying them by letter (which might get into print) and allowing the employe to con tribute of his earnings or resign his po sition, as heretofore, the department waits until a month's salary is due and then deducts about twenty-five per cent, of the salary of each employe to swell the corruption fund. The boys on the various routes are then notified by tho agent of tho Government that they are to stand this imposition until after the presidential election or resign their places. Such is the beauty of the Civil Service Reform that the Repub licans prate so loudly about. DsbeitiiB G. This bill is far more stringent than anv ever presented, possessing every ob jectionable feature that Logan had boldly opposed and vituperatively re probated. But when the roll was called and the letter L was approached Logan took a leef in his moustache, flung a full sail of hair to tho breeze, and when his name was reached, in a voice that would have shivered the tim brs in the wigwams of Sitting Bull, bellowed forth, "Yea !" About ,jLbis time the devil was very sick and there fore sought the doctor. This is the Logan, the unchangeable, the un daunted, the fellow who is like unto the laws of the Medes and Persians, but he is aw ful sick.
