THE INDEPENDENT. BATUUDAY, - APRIL' 5, 1881. A .17ord; to Democrats. . Although our paper can reach lvit few of our Democratic readers to-day, still a word to these to uhom it may come is proper. I lie iri)portance or aitenjtion to and attendanco upon pri inarics is little appreciated by the masses. It i3 at these places where every voter can represent himself. Of ten, too often indeed, have we heard after nominations have Veen made, words of complaint and dissatisfaction. Charges" are.then made that the couven t,ion luxs been run by rings, cliques ami combinations, and that there is "some thing rotteu in Denmark." Grant this jealous imaginings to have some foim-I- ation, we ask whose fault is itl It is 'the fault of the grumbler, the chronic distempered growler, who feels himself too lofty, too important to attend a meeting of so humble and truly Demo cratic character. As a consequence he hassJept uponjjns right and by every principle of equity should hold his gentle peace. Such is the doctrine of estoppel. Therefore we urge every voter who intends to co-operate with the Democracy, to be at their polling place upon this important Saturday. If'they do their duty well there they need not fear the result in subsequent proceedings. Select good, honest, sensible men for delegates and they will select good can didates for the respective oftices. No body can well question the grand per sonal of the Democratic party to-day. Of the intelligent white voters of the United States wo hare a majority of at least one-half million. As to honestv 'of purpose there can be no doubt what ever. For nearly a quarter of a cen tury we have been out of power, but in pursuit of a grand object we have never quailed beneath defeat, but always ral lied for another fray. The object sought was not political pelf nor gov ernment pap, - for a dishonest place seeker can easily shift his saili to meet the successful current. Our purpose lias been the conservation of good prin. biples, the happiness of the people, the preservation of our system cf govern ment. The thinking people realize all this and will contribute to our succss if we but accompany our promises with 'candidates whose characters attest the sincerity of our pledgas. Therefore we '1'epeat, attend the initial meeting, send your good men to the nominating con vention and after they have done their Work tighten On your armor and cease not, waste not, until victory crowns your efforts. Oollection of Tasss- SberilF Sears of Multnomah county beat tile mortgage-tax decision Tne Oregonian of Tuasday says: Yesterday Sheriff George C. Seais collected from the Dundee Mortjraire aiid TrUst and Investment Company $3259 76, the amount assessed against them on the tax roll for mortgage? held in Multnomah county. It will lie re membered that in a suit brought by tho above corporation in the United States circuit court to enjoin Sheriff Sears and tli:sKeriffs of thirteen other counties from collecting taxes assessed under ?vhat is commonly known as tho mort gage tax law, Judge Deady on the Gth of last month decided in favor of the plaintiff and issued the injunction asked for. ' Acting nnder advice of Hon. Ij. B Stearns, judge of Multnomah county, the sheriff erased from the assessment roll the amount set opposite the name of the Dundee company, which amount waS placed in the column headed "uiorf gages," and he entered the same sum ' . 1 ll - jt fv 1 . unuer me nea(iinr "siierin s asspsis: indnts," assuming that right under the tattitea of Oregon. About two o'clock y terdajaf teraoon he visited the bank an I demanded the amount of tax due, an .1 threatened, if it were not paid im in fed lately, to levy on the property or elostji tho bank. After considerable dis cussion of tho question, tho amount was paid under protest. Following the same line? of proceedings, he collected tnortgage taxes from the Oregon it Washington mortgage savings bank? Ladd & Tilton, and the. Bank of Ore gon, getting in all near ly $12,000. It is likely that tlie Dundeo company will a3k the United States court to require of Sears to show cause why he should not be punished for contempt of its or der. In this place he will plead that lie did not collect tax on mortgages, but simply on a sheriffs assessment. His action yesterday nullifies Judge Deady's decision,' so far as practical benefit to the plaintiff is concerned. U Mortgage Taxes- The Gregonian with each issue comes out? with lengthy editorials anu letters why mortgages should not bo taxed. Like all other arguments in favor of the; money power it claims that it is for j the! intere of the poor farmer that lno;iey or InorlgJ,es s!l0ukl l3 oxeni,tei from taxation. This proposition is en. tirely "too thin" to impose upon any person of ordfnary intelligence. The Oregonian's argument would be much more effective and a great deal more honest if it would tell the people in plain terms that the farmer, me chanic and laborer have no rights that eapitalists and money brokers of Port land are bound to respect, and that it is the fixed determination of the combined capitalists of the metropolis to make tho people of the o-.itside counties not only pay tribute to -them individually, but contribute to the support of their city and county government besides, and that the farming community arc powerless to help themselves. That if they should fail in the legislature to prevent the passage of a mortgage tax law, they would have it nullified by a federal court; that the people are una ble to contend against this mighty com bination. It is the real intention of the money power to get out of paving taxes. If the Oregon ian had the com mon honesty to declare so in plain terms, without trying to make the farm ers believe that it is just that they should pay all the taxes and that money should ba exempt, it would not make itself look so ridiculous on this ques tion. The people would respect such a declaration much more than they do J J to be told that it is either right or just I to exempt niortgrges from taxation Taxation. Any system of taxation is necessarily from its very nature, burdensome, and when carried bayond its legitimate sphere becomes absolutely oppressive. When confined to the purpose of raising revenue for the support of the govern ment, and so adjusted that it falis i equally upon all, according to their wealth and ability to pay", tiio burden is ,i?asy and the oppression is not fjlt Whenever extravagance, spoliation and speculation are rife in every departmenf of the government and the tariff and revenue laws are so arranged that wealth f.nd combined capital escape its just proportion of taxation, tho tax upon labor becomes burdensome and oppressive. Of late years capital has com hired 'to. direct the legislative will in both State and national affairs and to devise means by which it compolls labor not only to pay tribute to i!e ravenous maw, but br which it can also escape taxarion. It not only in vades tha legislative hrdls with its se ductive influence?, but seeks to corrupt courts and judges.
