Intemperance.
"Notwithstanding the efforts of the
various temperance organisations for
many years to make the cause of tem
perance a factor in the politics of this
State, by the submission of a prohibi-
tory amendment to our constitution,
and the avowed ardor or. uie various
organizations for the reformation and
amelioration ot the evils or miempei- an
ance, it is a -lamentable xaci,
to every casual observer, that drunken-
ness, social drinking and tht evils flow
ing tliprpfrnm are on the increase. Sa-i

loons, dives and deadfalls spring up on
every corner and are the first struc
tures to be seen in every now settle-

and it is only by seeking for the rea-
son that the difficulty may be ob-

viated.
"We belong to no organization and J
are not an enthusiast on any pai'ticu-
lar theory, but daily seo and admit the
fact that much of the suffering, misery
and crime that exist in our midst
ift either dirsctlv or indirect! v caused
by the increase of social drinking,-and
are therefore enabled to view the mat
ter cal ml v and dispassionately. If we
mistake the real and true cause of the
failure of the temperance people, we at
least desire to incite investigation,
which may lead to a practical solution
of the question.
In the first place, tho large profit for
the amount ef capital and ' labor ex-
psnded, causes many persons who are
qualified for other avocations, to en-J
gage in the retail of spiritous liquors,

The late Congress, by the reduction
of the tax on spirituous liquors and the
rebate on that in bond, have so in-
creased the pronfc or dealers tnat we
may look icr a continued increase

the licenses sufficient to regulate the
profit. It is an admitted fact that a
large proportion of the crime and the
expense of maintaining our -local and
State governments are caused by the
retail of spirituous liquors, and no good
reason exists why the traffic should not
be taxed proportionately to maintain
the laws which it causes to be broken.
But here the temperance organizations
join hands with the liquor dealer in
opposing a high license, and denounce
the license altogether.
Another
r rearon for the failure may
be found in the organizations them-1
selves. Persons become members of
the various institutions and lodges, I
push themselves to the front and with
more aruor tuan aiscreuon, airect a

mrticular individual ened in the
traffic, against whom they have eon
real or fancied grievance, and pursue
him with a system of persecutions that
reacts on the temperance cause.
When governments by a system of
tyranny and oppression reduce a pco-
rle to beggary and starvation and
drive them to desperation by acts of
cruelty, it at once jeopardises its own
existenco and creates phantasmagorias
which constantly frighten its rulers
and threaten the government with im
pending danger. The policy of Eng
land towards Ireland has been such as
to reduce the laboring classes of that
down-tredden country to the vergo of
starvation and when their. murmUr-
ings of discontent, caused by empty
stomachs, are heard, it attempts to
stifle them by cruel and unjust oppres
sion, which develops a spirit of sullen
ness and opposition that frightens the
rulera and causes them to believe or
imagine that every trivial affray in
which aa officer is concerned comes
from an organization in opposition to
the government Lately th-bursting
of a gaspipe in the vicinity of some of
the government buildings in London,
threw all England into a commotion,
in which a Fenian with tons of dynam
ite was imagined to lark in every se
cret nocik and corner. Tho Irish peo
ple, ever ready with their practical
jokes, were not slor to declare the ex
istence of an organization whose ob
ject is to blow up th government.
The English people taking fright at
these declarations are slow to balieYe
in the accidental cause of the explosion,
and tremble for their safety, just as
the. "wicked fleo when no -uan'pursu-ctL"
Speaker Keifer, says the Stenben
vDle (Ohio) Gazette, is being de
n ounced n all hands, and especially
severe by his own party papers. They
are ventilating his methods and cor
rupt .'practices. , They even say that

Coming out of sultry and semi-tropical
California, Oregon seemed to me like a
return to the New England Tillage un,

six months' residence amonjr the hos
pital people of Ashland, I turned my
steps joward tho "Willamette; and i t
seems jbut yesterday that I sat on the
sta'ce box as it rattled through the de
sertedi mining camp of Willow Springs
and disked across the roarinjr torrent
that f.ushed beneath .tho Bock Point
i bridge.
In my pocket, among other things,
was a letter of introduction

And of all my acquaintances in Oregon
I can name none that I

died in 'Roseburg last Monday night,
having fulfilled all his earthly obliga'
tions and leaving no duty neglected.

seamboat bouild for
price of passage was four dollars, con
ditioned that deck passengers should

upon by the mate to do so. The clerk
came down after the boat got under
way, to collect fare and take down these
deck passengers' names. The flat-boat
crowd contained some hard cases, who
gave such name3 as'they could invent.
"Jack Straw," "Captain Rats," "Pete
Whetstone," "Rill Bumblebee," "Col
onel Rock," and the like. At last he
Came to a tall young man with sandy
hair, who forked over four dollars,
"What's your name?" asked the clerk
whoso patienco was pretty wrell ex
hausted. ,
"Creed Floed," replied the young-
ster. ' '
j "Oh pshaw!? yelled the clerk, "what
have all you fellows been doing, that
you're afraid to give your true names?"
It was as good as a circus to hear
the old man tell that story and laugh,
as he alone could laugh, when he fin
ished it.
At twenty-twe years old he liad
worked on flat-beats orj the Kanawha
fiver, till he was thoroughly acquainted
With its rapids and shoals; and this
knowledge enabled him to obtain a po
sition as pilot on a river steamer. La
ter in life he became pilot ef the "Yu
jcatin," the largest boat then running
out of Pittsburgh in the Louisville
trade, and served with fidelity to his
employers and credit to himself. His
word was his. bond, and from his
straightforward statement there was no
appeal The profession of a pilot 13 as
gallant u calling as that of a soldier PF
a naval officer.
It demands not only a
strong nerve and faultless courage
in
the hour of danger, but unblemished
integrity js well.; .Show mo a success
ful pilot, and I will show you a man
who is a slave of his word.
But Creed Floed's restless spirit
could not content itself in the perfected
civilization along tho "fattier or wa
ters." He longed for the free air of
a newer country with a fresher soil.
In 1853 he came to Oregon and has
since been part and parcel of herindu?,
trious and thrifty people, foremost " in
every undertaking that would conduce
to the advantage of the locality where
he lived. Considering h;J5 means, the

State has never boasted a more public
spirited citizen.
Tho frosts of sixty-fivo winters had
sapped the strength of his once Hercu.
lean frame, and he went down before
the grim reaper as the towering oak fall s
before the autumn gale. In the peace
ful seclusion of his sunny home, sur
rounded bv wife. children andfftand-
children, this kindly old man went to

sleep just as the early spring flowers
began to pep out from under the snow.
He has gone to rest on the sunny slope
of the graceful Umpqua hills and sleeps
amid scenes as fair as over invited the
magic pencil ef Claude' Lorraine.
There is no blighted hope, no wrecked
ambition to mourn for in his death, for
his life has been a useful one beyond
cavil. And with the recollections of
the thirteen long years in which I
enjoyed his unselfish friendship,
crowding npon roe thick and fast as
they do, I almost fancy I can hear
hi3 cheery voico bidding me a fond,
adieu as it rises above vhe murmer of
the waves that beat on the
