' ,;. - ; . ;- .-. We have befo referred td the large . spring aouth of the Bowen place. Since then we have more; particularly inquired into the probable cost of a reservoir built there, and as to its use to tbe city. The fail to be gained from a reservoir built there without jciffuldiug or other extra work such as would be required if the reservoir was built on the bank of the riv r, , would be tiitlcient to lorie tha water ver any building ia the city with more than the powei of a steam fire engine. The cost of such resurvoir " would be no more than 11,500. and it could be made of brick and woul. last thirty years To bring tbe Water into tbe business street of the city 2.000 feet ot wooden pipe would be requir ed at a cot of 125. To .lay this pfpe un der ground only 75 would be paid. The whole amoont of cost then to bring the wa ter into tow a would be simply S 1,700. Say thai tbe pipe costs 62 cents per", foot, and there Is cool an i pure water furnished for ordinary as well as fire purpose, there is - not a property owner ia the town bu who could afford to invest in the enterprise to his owa individual profit. - There is another point. We have no means of protection against fire, and tbe Average rate of insurance is from four to seven per cent. A prominent and p. rhsps , the beet Informed gentleman in tbe city in . the matter of fire inrarance, informs us t!jt with the water works as proposed the rate would undoubtedly b reduced from thirty to fifty per cent, on present rates. This aHded to the brnefitea otherwise en ttieratd, it would seem that it is impoesi- '- ble lor the city to do without a water sup ply from the spring suggested. ' So far as lb writer ' concerned, we are bo b l,ted bondholder, or rich contractor, or we would build the works ourselt in stead of urging upon others to Invest in tbe euierpriaa Even tbmuph a poor man's . spectacles many true things are seen, and to this case It may be that the suggestions we offer, if sopted in a practical way, mlghjSuie icaTJ of saving Kuseburg -01SV a disastrous coouagratiou some day. It will do no barm to inquire as to the ! worth, and it wi',1 be poor policy if our cit-iz-ns go on without means to extinguish firs until fire, occurs and tjien have only the .sad tisought of what might have been bad Ihey been- a little more enterprising and exhibited some forethought. It is said that the people of all cities never learn the value of means of protection against fire until after the cities have once burned down ; but Roseburg, with means of ac quiring protection, at a slight cost com paratively, should certainly be aa excep tion to the general rule To day's Indkpesdkkt is isnwd several hours ahead of Its regular time of going to ' pise in order to allow the editor, publishers, printers and printer's devil to celebrate tha - anniversary of the cation's birth-day.
