MAN'S I M POTENCY.
"Great is Aliah!" Yea, great
indeed is some power, call it by
any name you choose. The po
wer is the same if called God or
Allah, if deified or denied divin
ity, if worshipped or scoffed at,
if petitioned or defied. What a
power it must be a law which
governs the universe. In a
physical sense alone can man
catch a glimmer of this great
controlling force, for that which
is physical is more readily com
prehensible to the human mind.
Worlds are whirled through
space as easily as the boy throws
his handball, and are always
?rned by this incomprehen
e power. The exactness of
the workings of the various
nets in their relation to one
another would seem to indicate
somewhere a fountain-head f
this power or wisdom, or what
ever it may be in all its intangi
bility. In comparison, how small
and insignificant and impotent is
the power of the greatest human
mind, marvelous as appears the

Instances of these facts are
furnished in such catastrophes
as visited San Francisco one year
ago yesterday. In this ca; e, as
in thousands previous, was
made manifest the fact that
the greatest man was but an
atom and his attempts' to safe
guard against this incomprehen
sible power in the course of its
workings is so weak in reality as
to excite human compassion for
oneself and kind.
During the past year there
have been many of these demon
strations, carrying to eternity
thousands of human beings and
destroying untold millions of dol
lar's worth of property. In
every instance there has appear
ed no favored people, religion
nor creed all were alike before
this great power, all as the same
children, so to speak.
The latest of these demonstra
tions of force incomprehensible
occurred in Mexico a few days
ago when there were gathered to
their Fathers hundreds of human
beings; when the destruction of
property exceeded the possibility
of estimation; when the earth
was opened, shaken, twisted and
warped despite the tearful pray
ers and evidences of human anguish-
It was willed so-r-it had
tc be. What is the power beside
which man is so impotent? The
world's greatest are mystified.
Because President Roosevelt is
alleged to have referred to Moyer
and Haywood? on trial for the
murder of the late Gov. Steunen-
bergof Idaho, as "undesirable cit-"
izens" the Chicago Federation of
Labor has asked him for an ex
planation of the meaning of his
language. What answer can the
president make in order to
soothe the sensibilities of a lot
of contemptible ignoramuses who
demand an explanation of his!
language in such a case? Should
Teddy take time to answer there
will likely be no misunderstand
ing as to his meaning in using the
language credited him nor in the
terms employed in his answer.

School Directors Take Notice.
School Funds to be Forfeited.
I hereby call the attention of the Board
of Directors of the several school districts
of the county to the bew law regulating
the holding over of school funds from
year to year. Heretofore each district
was entitled to hold a sum not to exceed
$50 The new law which goes into ef
fect May "5, 19( 7, provides 'hat any part
of the 85 per cent of the mcn?y drawn
during the year, and which must be
spent for teachers' salary, and for no
other purpose, ren aining on hand at the
end ol the school year, is foifeiied to the
general school fund of the county. On
aud alter May 25, 1907, each distriit
clerk's teport will be carefully examined
to see that the 85 percent ia spent for
teachers' talary and for no other pur
pose. Therefore each district having on
band any part of this 85 per cent fund at
the end of year w ill forfeit same by virtue
of the law. As I have no descretion in
the matterf but only the law t" govern
me, districts must look after their in
terests i'i the matter. Clerk's salary
must not be taken trom this 85 per cent
fund, it must be taken from the 15 per
cent allowed for other purposes.
