' OTHER GRAFTERS. F. J. Heney has tendered h's resignation to the Attorney-Gen: e-al in theBinger Hermann case. It is expected that Mr. Heney, who proved himself so able . a prosecutor in the Oregon land fraud cases, will likely have no further connection with them at least not for some time. The reason is that Mr. Heney has an abundant and all-satisfying task 01 band , nearer home, in San Francisco. 'j. he mayor ol the bay city is under indictment for the misap-p-jpri'-itiaa of public funds, and for being a party to a policy of extortion whereby he profited many thousand dollars. In re turn for the money said to have b;3i pail tha mayor, certain parties received protection and ware alloy, e l to operate and con d questionable businesses in violation of the law. This is one of the matters which re quire Mr. Heney's presence in the stricken city. Abe Ruef, for many years the greatest boss and master mind of San Francisco machine poli tics, is also in the same kettle with the mayor and he furnish e "Cause No.' 2" for Mr. Henay's remaining at home, and there ars other causes. The action of the San Fran cisco school board in- excluding from the public schools children of Japanese residents has cer tainly attracted all the attention that could hava been expected. In many respects we are a ma ture, deliberate people, but in soma ways we deserve the term applied to us by1 the peoples of' other nations, that of "Jingoes.' Ic is a matter of more than usual moment that a class of people so level-headed in some c ises can fly off on a tangent on S3 slight provocation as the Yan kee will sometimes. So far as the rights of our own citizens, or of those of Japan are concerned, there is no indica tion that the United States gov ernment intends any acton whbh shall harm the people of either nation. Beyond doubt San Franeisso was feeling pretty smart when she undertook the settlement of a problem which clearly is an international one. On the other hand, President Roosevelt probably used stronger terms than were necessary when he gava the Californians to un derstand that the provisions of our treaty with Japan should not ba violated. While ,ifc is to be regretted that his terms were not so couch ed asi not to have offended the thin-skinned and blue-blooded of our people, nevertheless it is clear that when he declared that Japan should have her rights, according to treaty, at any cost, he was simply doing what was first and last his duty. The Uni ted States assumes a position among the foremost nations of earth and cannot afford to dis honor herself and her citizens by permitting a violation of her treaty. As is customary with a lot of "croakers" resolutions are being I passed with great rapidity for the sole purpose of instructing President Rjosevelt and making his duty clear to him. Poor "resoluters!" From the word ing of certain of these notable reso!utions one 13 forced to the conclusion that the men who drafted some of these tried their utmost to feel thrills similar to those which are presumed to have played hide-and-seek about the anatomy of the signers of the "Declaration of Independ eme." Bah!" ; ; , . Again we are confronted with another class who are almost in ! hysterics for fear we will, or will not, have war with Japan. If the little brown man really wanted to fight us he is not in a positoin to do so.. It costs money, lot3 of it, to carry on a war. Japan has no money, but she al ready has an enormous war debt on her shoulders as a result of the conflict with Russia. Should she want to borrow money she would find it an uphill undertak ing, especially if it were known, as it would be, that she was thinking of whipping the United States, We want war with no people peace is preferable at any time- But should the inhabitants of the "Flowery Kingdom" become so puffed up and overconfident re garding their powers as to per m't themselves to worry, tanta lize and badger us beyond the point where patience ceases to be classed as a virtue, then God help the Jap. FACERS' SHORT COURSZ. Attended by Many Farmers Be gan Tuesday. About 35 dairymen, farmers ind others from all parts of Ore gon are in attendance at the short course that began at OAC Tuesday and will continue for two weeks, closing on the 18th. These farmers have come from Coos, Union, Klamath, Tilla mook, Morrow and elsewhere to take advantage of this excellent opportunity for advancement and self-improvement along the lines in which they are engaged. The courses this year are on dairying and agriculture, and be sides a course ot popular lectures, there will be laboratory work and everything is explained fully, so as to obtain the best results and give all who attend a practical idea ot the different subjects touched upon. ( Students meet for work six days in the week and in additiou to the regular teaching force the services of an expert cheese maker, L."
