EDITORIAL COMMENT.
The supreme court has decided
that the initiative and referendum
amendment to the constitution
of Oregon has been legally adopt
ed by the legislature and by the
votes of the people and is now in
full force effect and authorizes the
legislature to judge when 'an
emergency exists and to put any
law immediately in force by de
claring that an emergency exist
What is the matter with consider
ing the lost gambling bill an
"emergency" and give it the
benefit of the law?

corvauis is gaimag a reputa
tion as an "easy mark" town,
through the erratic zeal of some
ot her indiscreet scribes. When
ever a faker visits this burg he
gets a column or more free ad
vertising, and the impression is
given out that he carries away all
ioc noaung wealth ot the town.
This puts all the other fakers in
the country on to the place, and
it will not be long before our
town is flooded with get-rich
quick schemes and schemers.
This idea of our town is not the
correct one. Our citizens are
not more gullible than the aver
age. Times have been good for
the last year, and nearly every
body has spare change in his
pocket. This makes the crowd
good natured, and a little hum
bug is appreciated, when some
one else gets bit Yet this same
crowd would enter with equal
enthusiasm into the sport of giv
ing a swindle a ride on a rail,

ANIMAL KOTBS,! ;
Grasshoppers attain their fireateat
size in South America, where they
grow to a length of fire inches, and
their wings spread out ten inches.
It is not an uncommon thing when
iraTeung by rau in Uxs summer time
to see a bee or wasp keeping up with
the train, and trying to get in at one
of the windows.
Japan has a breed of mice which are
puzsle to naturalists. At different
periods of the day thsy whirl round
and round for hours at a time. If a per
son should lift a mouse when it is whirl
ing the animal will resume its whirling
the moment it is set down.
When an ostrich is preparing to
hatch she scratches a hole in the
ground about the size of a bushel bas
ket. Sires are then laid d&v after d&v.
and arranged around the hole. When
21 are laid the bird kicks them into the
hole.
According to Prof. Aga&siz, there is
a sea worm or annelid, the "Bololo." at
Levuka, in Fiji, which arrives in myri
ads on the coast on a certain day.
The waters are so full of them as to re
semble Termicilli soup. After layinsr
their eggs nothing is left el them but
empty siuns.
