The secretary of war, on Thursday, authorized the ex penditure of $152,000 in remov ing obstructions in the Columbia river between The Dalles and the big eddy. This shows a willing ness on the part of the govern ment to push the work to a com pletion in a hurry, and it is hoped the state officers will put no im pediment in the way of this work. It is to be regretted that the port age road project was not side tracked. But the O. R. & N. Co. are opposed to this road, and they can be depended upon for raising all the obstructions that may be necessary. ' Jk Jk Colombia has just presented to Secretary Hay a dignified pro test and appeal for a reconsidera tion of the recognition extended to the new Republic of Panama. Although there is no possible chance of its being granted, still the protest is worthy of being considered. Colombia is a coun try very little known in the Uni ted States, but one that has a . good record among the progres sive nations , ol the world. In 1863, by a revolution, she placed a liberal government in power, and from that time on has- car ried on a war against the most implacable foe a government has ever had to contend with. The fight was made to redeem the people from the bondage of su perstition, and to rid the ctuntry of the frightful incubus of priestly domination in national affairs. After 20 years struggle, the schools of the country are free from the power of the church, are entirely under secular con trol, contain over one hundred thousand scholar!, and one-fifth of the entire revenues of the country are. used yearly for their support. A record like this should ' make every progressive nation of the world friendly to thr TTtiire1 States nf PnlnmMa The whole eastern section of the country seems to be held in the grasp 01 tne ice wing.
