But Mr. Hermann vas not ac Stised of any dishonesty either of fcurpose or action. Hewas ap pointed commissioner ot the gen eral land officb by the late Presi dent McKinley, who had known liirii king and well as a most act ive and efficient member of con gress. McKinley knew this fric tion had arisen between the sec retary of the interior4, Mr. Hitch cock, and the commissioner, but ho knew that it did not involve the integrity of either. It was simply a difference of views as to the administration of the affairs of the land office. No one sup poses for a moment that Mr. Mc Kinley would have retained either of the gentlemen . had his integrity been in question. But he did retain both of them. President Roosevelt found and retained both in office. Had Mr. Hermann been a corrupt official the president would not have re quired eighteen months to dis cover the fact. Mr. Hermann would long since have been igno miniouslv dismissed. But he was not dismissed. It is no new thing, it is noth ing disgraceful nor dishonest that two men eneaeed on the same work differ as to methods Chiefs and their subordinates otten diner thus. It botn are purposeful, mastetful and honest men their differences will, ulti mately become acute and neces sarily produce a severance of their official relations. Custom arily this is brought about by the resignation of the subordinate This is all there is in Mr. Her mann's resignation. Again, it is urged against Mr, Hermann's candidacy that he has been in public life long enough. Just now we have one ..untried man in each branch of " congress, and it is the part of wisdom to send -a tried and ex perienced man,; if possible, to succeed Mr. Tongue. There is scarcely any " doubt that this thought decided many delegates ' in the convention to support the nomination of Mr. Hermann; and it . will contribute, as it should, to his election. It is neither good politics, good busi ness nor good sense to ignore the efficiency Of experience. If there are any republicans who desire "to slap the adminis tration," they ' will not vote for his opponent. They will not support a man who has rich ex perience and is in harmony with the policies ofhe party, but rather one without experience and . who is opposed to the poli cies and purposes of the republi can "party. There is little fear that republicans will lose sight of these when it comes to select ing a congressman. Mr. Hermann is in perfect har mony with the administration and a firm believer in the presi dent, and there is no discord be tween them; RES JUDICATA. , "We demand the passage of ef fective laws controlling trusts, and sincere efforts to enforce them," The attention of the demo cratic creed-makers of. the first congressional district of Oregon, who give tongue to the above de mand, is callel to the Sherman anti-trust law. and the efforts of one Philander C. Knox to enforce it. The Sherman law is entitled "An act to protect trade and commerce against unlawful re straints and monopolies," and it was approved by a republican congress, July 2, 1890. Mr. Knox is attorney-general of the United States, by grace of Theo dore Roosevelt. ...... . On April 10, 1903, the day preceding the "demand" of the democratic convention at Albany, the circuit court of the ; United States for the district of Minne sota, handed down a decision which demonstrates that the Sherman law is "effective" iu controlling, trusts, and that Attorney-General Knox -is "sin cere" in his efforts to enforce it. Appended are the opinions of, Sttne of the great editors of Hie country regarding the merger decision:- - . The decision rendered against tbe Northern Securities Company will at tract w ide attention. The decision of tbe Northern Seeuri- tiej ca?e shows' that the government has a powerful remedy in its hands which will, judging by the outcome of this case, enable the attorney-general to check il liquid combination?, at least not only railroad mergers, but any combination which is engaged in interstate commerce or wiucn exercises a monopolistic or other restraint on interstate trade. Philadelphia Ledger. The decision is Ait important one, a heaUhful one and one that merely pre- ceies the judgment in the state's case. The congratulations of the country fof this decision blocks several other lige schemes which have been . held back waiting the outcome of this case are due to Attorney-General Knox and in only less degree to bis able assistant, Mr. Beck, while praise must not be with held from President Roosevelt who di rected suits to be brought. St. Paul Dis patch. The result is a great and well-deserved triumph for President Roosevelt, who di rected tbat the suit be brought, and whe incurred thereby the enmity of the pow erful financial leaders interested iujhe merger and in similar combinations. Incidentally the decision sustains the constitutionality of the Sherman anti trust law, and justifies the high praise which the president has recently given to Attorney-General Knox. New York World. This decision is a crushing blow to all trusts of an objectionable character. It sustains the right of the people through their representatives in congress to regu late and determine all matters involved in interstate commerce without regard to how strong any combination of capi talists formed in violation of the law may be. Denver Republican. The decision of the United States cir cuit court of appeals in the suit against the Northern Securities Company is an important step in the direction of dis closing the government's ability to con trol railroad mergers. Buffalo Express. Again the demagogic claim tbat the courts are biased in favor of capital and capitalistic combinations has been refut ed. The- decision efLhe -United States court of appeals, at St. Paul, Minn., sus taining the contention of the govern ment in the so-called merger case furn ishes this refutation. Los Angeles Times. The outcome of the merger suit is also a signal triumph for the president, who, with Mr. Knox, has contended that what is needed for the restriction of tr usts and combines is not so much the enactment of new laws as the enforcement of that already on the statute books. Council Bluffs Nonpareil. There is life, then, in the anti-trust law. It is not a dead letter, as has 8 often beett charged. . In the hands of officials entirely in earnest it is mightier than the purse. ' It may be employed successfully to the ends for which it was designed. Washington Star. The interview of Mr, Cham berlain fouud recently in the Oregonian as to his version of the politics and candidates in the first district puts one ir mind of atechnical lawyer in the attempt to be-fog the jury and also of the statements made leading up the last state election wherein it was suggested to the people of the wayward districts of Portland, that if Mr. Chamberlain should be elected governor he would ap point his own successor as prose cuting attorney of Multnomah.
