THE JEHUS GHEITL FRIDAY, MAR. 13, 1903. REGENCY OF BRAINS. Never heretofore in human his tory has the worth of brains, well developed, healthful human brains been so generally recogmztcl as now. When the world was youug brawn was king and confered titles of nobility on the Ajaxes, Hercules and Samsons of his kingdom. Might, physical pow er, ruled men and distributed the prizes of life. Then followed the aristocracy of wealth. The man who owned the largest flocks and herds and hrnaifost meads was tho man of influence and power. He sub sidied brawn and together they bound men with the gy ves of ab ject servitude. "Avarice, selfish ness and ignorance wrote and ad ministered the laws for the gov ernment of men. Moral wortb, . mltnre. refinement had no ad mission to the court of Wealth, or were but batronizingly toler ated as hare-brained idealists of imoracticable theories. Democracy grew and gathered strength from the very obstacles ; thrown aeross its patnway. Here on this western continent it opened wide the doors and made it possible for man to reach the highest development within the reach of human endeavor. , Under the influence of demo cratic institutions no aristocracy is possible save that of know! edge, independence, moral worth ' nd good citizenship. That 'knowledge is power" has ceased . tt be a mere philosophical ab straction and become an accepted truth of daily demonstration. Knowledge, culture, refinement yoke brawn and wealth to the car of progress and all together speed along up to higher and yet higher levels of usefulness to the cause of God and of humanity, ' The man who rules only upon brawn physical force is re garded as a brute; he who looks for power and influence solely in the possession of wealth finds he must stand aside for the many with educated brains, for evervT where the ignorant man of health is suspected of avarice aad greedy selfishness, and is regarded as a sort of human swine, h . ; Brains, .'. educated brains have - Won the field. The men behind the enns-win victories because they have knowledge which en ables them to aim accurately. No longer may men blunder into success in any direction. Thev must have accurate knowl edge and the skill to make facile use of it. Men do not now cringe in presence of power, nor "crook the pregnant hinges o the knee" in deference to wealth. - The. nobleman of democracy - may - not possess a ducat or own a rood of land, but he has knowl edge and wisdom which is o: more value than the hoard o Cresus. Unlike the purse-proud man he never becomes the laugh ing stock of tools because he pre tends to knowledge he does no possess. He knows himself and prepares himself for every enter prise in which he engages. If to knowledge he add cut ture, refinement and moral worth he possesses tne open sesame which admits him everywhere to the inner courts of the best so ciety It almost seems to be divinely ordered that but comparatively few men achive wealth. Nature puts the few sordid, selfish ones in possession of it; but she re serves all her best gifts for those who elect to seek them on the higher planes and in the purer atmosphere of mental, moral and spiritual excellence. Here she confers upon men all the titles of nobility that are . imperishable a . . . ji. : i ana worm numan enaeavor. It is the chief glory of our in stitutions that they bring the at tainment of true nobility to every American whose hat covers but a modicum of grey-matter if he will assiduously cultivate and develop it in the right direction. Learn to do things "lor God and humankind," then do them bravely and intelligently and men will invoke blessings upon voir. Rednctlott ia Water Rates. . We sre proposing to reduce the rates om water and to arrange with all con nmera eo that all may be treated the lime. To do this we must insist on all bills beiag in advance, aa our roles and regulations call for, and as other cities require. We have no desire to hare treuble with any consumer, but to treat all alike our rules must be enforced, If anything shon'd happen that water is not used after being paid for the money will be refunded.
