M CORVALUS GAZETTE. TUESDAY, JULY 8, 1902. PERVERSION. Misrepresentation, wh;h-r in tentional, or the result of earelf-- ness or ignorance, is deplorable. V intentional, it ia malicious and has for ita purpoee the injury of another. It works ham to a just cause, and an honest advocate will t-hun it. The acts of the county court anl roidmasUr for DeDton county have, probably, been the subject of more misrepresentation than any matters ofpublio interest in recent years. Our esteemed contend poiary has stood sponsor for this misreprcsers tation by publishing it. and ie, therefore, accountable. I' pur poae, if it have any, ij the renioval of Roainiaater Smith." If then our contemporary has good end suffi cient reasons, as specified in the law creating the office of rnadmas ter, for the removal of that officer, it should name them. If it is com pelled to resort to misrepresenta tions to accomplish its purpoee, its posi'.ion is untenable and open to censure. At the June term of commission ers court, subscription papers, rep resenting contibutiona, of more thin $1,100 in labor for improve ment of roads, were presented. The patitioners asked lh court to con tribute a like amount in cash fiom tie general funds of the county, anl reserved the right to ipply the work where they t hose. The court referral these petitioners to the roadmaster, as by law required Roadmaster Smith saw, that to grant these petitions would have the effect of a general order and es tablish a precedent that would be at once unjust and unbusinesslike. In his report he said: "I beg leave, also, to say as roadmaster of the county, the proposition does not maet with my approval, unless the amounts sulsmbed by the various peti tioners be paid in cash instead of labor, for good reasons which I will explain to your honorable body should you desire it." Judge Woodward thought it un business like to appropriate money frm the general fund for road building when almost the entire gum resulting from the 2 mill tax fjr that purpose was lying in the treasury untouched, so he told the supervisors to use the funds to their credit in the treasury, and if these were exhausted before the July term of court, to continue the vol unteer work and the court would contribute an equivalent amount in rash. This has alwavs been the policy of the court. The supervisors did as instructed, and during the July term, it ap pearing that the amount arising from the 2-mill tax levy and also the poll tax had been nearly all ex pended in road districts No's. 7, S, 9, 14, 16 and IS, by road supervi sors in each of said road districts, TilE COURT MADE INQUIRY OF Road master Smith if more work was necessary to put tho roads in good repair for winter use. Mr. Smith replied in the affirmative, and rec ommended that when the volunteer WJrk, subscribed by the residents of said road districts, had been ex pended in the districts wheie sub sribed. and. the same certified to by the road supervisor of the said dis trict, than and in that event the ro id supervisor be authorized to 1 1 A.. ... expeni a uriner uui. u ri ceed the amount subscnoed, as shown by said subscription papers, which should bo paid out of .the genjral fand of the county. This was in accordance with the long established policy of th court in accordance with the promise of Julge Woodward at the June term, and with the approval of loaumas ter Smith. Work has progressed on the loads as rapidly and with as good llta as could possibly have bten J accomplished by any plan that has been offered. The court and the roadmaster have shown a dispoei tion to aid road building to the greatest extent compatible with bus iness sense and the law. Work is continuing unhampered. The peo ple are catined; the politician? should be. Should Claim Damages. Logan Hays was the victim of accident, Sunday evening an about six o'clock, which fortun ately resulted in nothing, more serious to him lhau a sprained wrist He was returning from Albany by buggy and team. While crossing a little bridge near the ffrave yard, some fonr miles east of this city in Iinn county, one of horses stepped on a plank which broke, letting the animal's fore feet through the bridge. As it fell, the other end of the plank came up and threw the other hcrse. As this animal plunged forward, the tongue came out of the neck-yoke. The team then became unmanagea ble, and Mr. Hays was thrown out, sustaining numerous bruises and a sprained wrist. After run ning some distance, the horses stopped, and when Mr. Hays came up he discovered that the one -that had fallen through the bridge had sustained a broken leg: and it was afterward shot to relieve it of its misery. The team and buggy belonged to the livery stable ia this city. No doubt, Liuu county will settle the damages. Commissioners' Court. Commissioners court was in -- 1 mi session Wednesday ano xnurs day of last week and transacted the following business: For good and sufficient reasons, it was ordered that W. H. Mill hollen be granted until August 12, 1902, to complete the repairs on Marys river bridge. The sum of $13.50 was trans ferred from road district No. 1 fund to road district No. 4 fund, it appearing that error had been made in drawing orders on dis trict No. 4 fund. It appearing that the amount arising from the 2-mill tax levy and also the road poll tax had been nearly all expended in road districts Nos. 7, 8, 9, 14, 16 and 18. bv road supervisors in each of said road districts, and that in each case more work is necessary to put the roads in good repair for winter use, it was ordered that when the vol unteer work amounting in the aggregate to $1,363.00 sub scribed bv the residents in said road districts as shown by sub scriptions has been expended upon the roads in the road dis trict where subscribed, or any portion thereof performed in ac cordance with law, and the same certified to by the road supervis or of the road district, then and in that event the road super visor is authorized to expend a further sum equal to an amount not exceeding the amount sub scribed as shown by said sub scription papers, the same to be expended and certified to this court bv the road supervisors and paid out of the eeneral funds of the county. Upon the written opinion of Deputy District Attorney Bry son, to the effect that error was made in the assessment of bank stock of First National Bank of Corvallis, it was ordered that the bank be "ranted a rebate of $12.60. In the matter of J. H. Wilson and E. E. Wilson for a deed from the county to lots 3, 4, 5 and 6, block 17, Wilkins Add., it was ordered that the court execute and deliver to the pres ent owners of said lots a quit claim deed of said county's in terest. The matter of the petition of the Coast Land and Live Stock Co. for tax adjustment was con tinued. The sum of $50.85 was or dered transferred from the gen eral lund to road district Jo. 2. Tke clerk presented a list of county warrant?, which have been issued and remaining un called for more than seven years prior to July 1, 1902. It was ordered that the publication of said warrants be continued until July 1, 1903. Court adjourned to meet at 10 a. m., Monday, July 7th, when the various county officers were installed. Reduction sale of 15 per cent, on all mens and boys suits, to make room for our large fall ordr. S. L. Kluie. ,Why? Says Taxpayer. Editor Gazeite: I have been interested in the articles in the Gazette relative to the peti tion of the Coast Land and Live Stock Company for a reduction of taxes on the lands of that company in this count', and for better information I have looked on the tax rolls of the county, and I find there appears to be un paid on the rolls and due the county on Ihose-lands the follow ing amounts: is 5 - $ 712 12 (IS sold to M. M. Davis) 1Sq7 778 74 1S9S - . 853 SI 1899 - 814 11 1900 785 81 Total amount due the county for 6ve years unpaid - $3o49 69 But there is credited on the 1900 tax rolls small payments by several parties to the total amount of $78.36, leaving a balance due thecounty of $3,871.23. This is exclusive of any penalty added, or costs of any kind, concerning which I have no information. That seems to be the net amount, viz: $3,871.23, which the Land company wants to have released on the rolls by the pay ment of $450. I would like to get out of paying taxes at the same proportionate reduction. What's fair for one ought to be fair for all. Why does not the sv rift sell the property for thefce back taxes? That is what I am won dering. If they were put up for sale like other people's propeity, they would at least be bid in by the county Why have they not , been put up for sale before now? Taxpayer.
