Not to be lost sight of by Oregon republicans is the influ ence our state election will have not only on congressional elec tions to fellow in other states, but also on the next presidential campaign. There is little doubt that the question of retaining or ultimately abondoning control of the Philippines will then be the chief contention between the par ties. The state democratic plat form, the attitude of leading democrats in congress, the late utterances of Henry Watterson and the tone of the democratic press foreshadow that this is to be the issue. It is true Oregon democrats have not the courage to declare for the policy of "scuttle and abandon" in clean cut, concise language, yet it is so plain this is their purpose, that it must be discussed before the people in our state campaign and receive their approval or disapproval at the polls next Tune. A demo cratic victory then would be her aided to the world as evidence that the people ot Uregon are in favor of the democratic pur pose of abondoning the Philip pines to whatever fate may over take them. Of course, in the al most certain event of republican victorv the democrats would claim their platform presented no such issue. It is worded, they hope, to be equally useful in either event. We have no thought that the American people can be induced to embrace a policy so unpatriot ic and cowardly even though en dorsed by the people of this state, and it is equally unthinkable that Oregonians are less patriotic and courageous than the mass of American people. Republicans of Oregon are not to be deceived as to democratic purpose. It is abandonment of the Philippines. Without doubt there are scores of patriotic democrats in the state who will not follow their party leaders one step in a course which can only end in national I humiliation and shame to our selves and irretrievable disaster to the Filipinos. Since the opposition are doing their utmost to confuse and mis lead the people on this subject it mav clarify the situation if we remember that under internation al law we have o clear, indispu table right ot soveriegnty over and title to the Philippines. The war we waged was against Spain, not against the Filipinos. For whatever ot conflict we have had with them they alone are respon sible. Before the treaty of Paris was ratified they made war on our army and our flag. We had a right it was our Jduty as well, to suppress their insurrection. But other duties are laid upon us. It is plain there is imposed upon this nation, as a sacred trust, the duty of leading these people to a higher and better so cial and political life to a civili zation of which at present they have no intelligent conception. No more sacred trust was laid up on the Israelites of old. We dare not falter. Having accepted the trust and entered upon our duty, and having already made sub stantial and gratifying progress shall we now or at any time cow er and draw back and ignomini ously abandon our God -imposed duty? This is just what the democrat ic party contemplates doing. Af ter all our expenditure of blood and treasure: notwithstanding the plainest evidences of our benefi cient influence upon and rule over these people, that party would renounce our sovereignty, haul down the American flag, de clare these islands foreign territo ry and abandon them to the cu- j pidity and rapacity cf whatever nation might seize them. ; The American people are An j gio-saxon, a race that never shirks duty, never abandons its efforts for the elevation of man kind. The record of our splendid Second Oregon appeals to us. By the memory of its achiev int nts and its heroic dead, Ore gonians cannot accept the coward ly policy of Philippine abandon ment. We are confident this will be the verdict recorded at the polls in June. It is urged in favor of Mr. Farley's idea for the betterment of roads that "the citizens of Corvaliis and of Philomath, who escape the two mill levy under the new road law, will have to bear their portion of the money appropriated for roads by the county court, and the whole bur den of road improvement will not fall on 'people who reside in the country."- The bonding plan, set forth in the Gazette has the same virtue. As Mr. Morgan says, "the only just and equitable way, (to raise funds for this road improvement) is by tax ation, which will reach and fall on all alike, both resident and non-resident according to wealth and ability to pay." The people of Corvaliis have never failed to do their part in assisting in the betterment of the county roads, and we have yet te hear of one of them who does not favor the bonding plan. A local contempory states that the platform recently issued by Oregon democracy favors giving the Philippine islands to the Fil ipinos, "retaiaing in the end such ports and stations as may provide for our widest trade in the Orient." The republican platform is also in favor of re taming such advantages in the iar nast as will provide lor our widest trade in the Oiient, but some Filipinos have withheld consent. Suppose they should object to the democratic policy of retaining sucn ports and Stations as the democrats should select; would the democratic party favor relinquishment of those ports and stations, or would it wrin"- from tne Filipinos by lorce oi arms these necessary provisions for our widest trade in the Orient? Republicans, you are asked what has the governor of Oregon to do with the Philippines? You might give a Yankee answer and reply: What do the republicans or uregon want with a governor who represents everything politi cally to which republicans are opposed? j. js.. weauieriora win do as T" Tr tit . i 4 well as any man the democrats could put up for congress.
