Philomath. The session began with an evening program in the Philomath college.' The chapel was filled to its utmost capacity with an enthusiastic audience. . Not a sea re mained nntaken. The musical program consisted of quartette mnsic and solos and duos. The selections of the quartette were enjoyed by every one. The solos f Ruthyn Turney, and the concert duo by Mr. Turney and Mor- daunt Goodeaongh were received with the - warmest enthusiasm. They were called : back after each selec tion. The - recitations of Misses Ivy Borke. Ethel Weed. . Lois Lewis and Harry Howe were of the highest order. Sunt. J. T. Ackerman's address on the Three H's" was full of thought and coed advice to natron and. teacher. The superintendent spoke for over an hoar and held the rapt attention of his audi ence during the entire time. Prof. Ack- erman is an earnest, interesting and forceful speaker and never fails to say the right thing at the right time. By his hard work and intense interest in the schools of our state he has obtained the confidence of his teachers and patrons. The session on Saturday was well at tended, notwithstanding the stormy weather and muddy roads. The day's woik began with a short talk by the state superintendent. Oa account of argent business at Salem, he was com pelled to return earlier than he had an ticipated, much to his regret. His talk wasoa the Bubject of "Natire Work" The O. A. C. bas taken op this work and he explained what was trying to be ac- accomplished by them. The other fea tures of the program were discussions and papers on the following subjects : "Ad visable changes in the State Course of Study," by Prof. S. W. Holmes; the dis ¬ cussion was participated in by. Profs. Pratt and Vincent; "Assignment of Lessons," by Prof. T. T. Vincent; 'How to Secure and Hold Attention," by Prof. N.Tartar; the subject of '.Punisn- ments, Manner, Conditions and End" was thrown open for a geneial discus sion, Frofa. S.vv. Holmes T. T. Vineent, Grove A. Peterson and Mrs. Minnie Cramer. The singing of the institute was in charge ot Prof. W. G. Fialier and his wife assisted at the organ. The sing ing did much to add life to the day's work. It was one of the most pleasant features of the program. The Secretary ..registered the names of about twenty teachers. Corvallis was well represen tet), the number going from here being ten. The next local teachers' institute will be held at Wells on the 9th and 10th of May. Dr. Flint, of .this city, was de stroyed -by fire Thursday night. The house had been unoccupied for some time, but it contained a stove and some furniture belong ing to Mr. Harrington, valued at about $50. The fire originated in the roof of the building and it is believed that a tramp had been j using the stove and the roof caught fire from a defective flue. For instance, between Philo math and Corvallis, a distance of about .seven miles, the roads are in such a bad conditiqn in many places that a leather bed would sink out of sight almost instantly. For thi deplorable state of affairs there is no excuse. This is one of the mainly traveled roads of the county and is old enough to have had some thing substantial done on it. The public is largely to blame for this condition ana it is a sad com men - eler was offered and bas accepted the charge of the vocal department music at this school for the spring term. The term begins March 31st, and Miss Spangler left on the boat this morning. This recognition is doubly gratifying, as the position came unsolicited. Without the shadow of a doubt, Miss Lulu will have great success as a teaoher in this department, as she is in every way competent, and will be certain to make a host of friends in her new fietd. Miss Spangler has for years been a favor ite singer with the people of this section, and while all wish her great srood fortune, they regret to lose ... - n Ury that if the publio deserved any her. About 8:30 o'clock Mrs. Cronk, presi dent of the corps, passed the but ter. The machinery moved off into a neat little program of song, dialogue and reeitation, at the conclusion of which the an nouncement was made that the baskets and contents on the side were prepared by the young la dies and that the young men were expected to step up to the rack and pay two bits, take their choice, then dive into the basket and find the name of the builder cf the contents and then extend an invitation to her to join in putting it where it would do the most good. At the other side where the old or married portion were lo cated things were arranged in the same manner, but the older boys were more speedy on foot in getting down to work. Circuit court convened at q o'clock Saturday morning to complete business carried over from the last term, and the regu lar March term opened Monday morning. But three criminal cases appeared upon the docket and none of these came to trial. Charles Thomas, charged with obtaining money under false pre tences, pleaded guilty and was sentenced to 2 years in the pen itentiary yesterday afternoon. Pearl Cooper is receiving treat ment in a Portland hospital and his case was continued, as was the case against J, R. Allen, for stealing sheep, he being unable to secure his witnesses. The fact that republicans should have diversified opinions which lead to spirited contests in the primaries, seems incompre hensible to their friends. the democrats. The republicans be lieve that the primaries are in tended to give voters an oppor tunity to express their preference for delegates to the convention. The democrats regard the pri maries and the convention as sort of interesting formalities.. A prominent member of the local Tammany organization said the evening of the republican pri maries: Q . Taxpayers of Benton County : While not required to do so, I call your atten tion to the fact that the time for getting 3 per cent rebate for payment of taxes expires Saturday, March 15th. You are allowed by law to pay half of your taxes on or before April 7th and the balance on or before October 6th without" rebate or penalty. If one-half is not paid by April 7th the law requires you to pay a penalty of ten per cent and interest at 12 per cent from April 7th to date of payment.
