THE COBVAlllS GAZETTE, TUESDAY, MARCH 4, 1902. SUNS IN THE FAMILY. When the President cancelled senator Tillman's invitation to a dinner given to Prince Henry he did a right and highly proper thing. Be it remembered that the invitation was not extended to Mr. Tillman because he is sen ator from South Carolina, but be cause be is chairman of the com mittee of naval affairs which it was the president's desire to hon or. In the meantime Tillman had properly fallen under con tempt in the senate and by all the rules of official etiquette would have been "oersonna noa gratia" at the banquet. The J president quietly requested Mr. Tillman to recall his acceptance of the invitation. This the sen ator rudely and coarsely refused to do. The president had no al ternative except to cancel the in vitation. This he promptly and formally did. and invited senator Martin who ranks next to the chairman on the committee. Thus the president satisfied the requirements of official etiquette in the matter and kept to his original purpose of recognizing and honoring the committee. Were Tillman a refined, well bred gentleman he would have recognized the difficult and deli cate position of the president and quietly withdrawn his acceptance of the invitation without having to be reminded that he f hould do so. Had he any gentlemanly in stincts whatever he would has tened to do so the moment he discovered his presence was nn- desirable, and so closed an un pleasant incident. He chose. nowever, to snow to tne worm how ill-bred he is. Now another member of the Tillman family demonstrates the strong probabil ity that boorish ness is a family characteristic. The officials of the Charleston Exposition have extended an in vitation to the president to visit the Exposition. Incidentally it was arranged, in which arrange ment the president acquiesced, that he should present a sword to a former officer of the Rough Riders. This officer had been warmly commended by Colonel Roosevelt for high courage and efficiency and it is befitting that Colonel, now President Rooesvelt, should formally pre sent the sword which his friends would bestow upon him. Lieutenant Governor Tillman now asks the president to recall his consent to act at that func tion, giving as a reason that the president had insulted South Car olina in the person of senator Tillman. Neither the officials of the Exposition nor the pres ident will pay anv regard to this Tillman. Time was when South Caroli na sent well bred gentlemen to the U. S. senate. If we are not mistaken the culture, good breed ing and high self-respect of South Carolinians will again as sert themselves and repudiate the coarse boor who poses as the ex ponent of all that is manly, well bred, refined and noble in South Carolina character. Health Ordinance. Ordinance No. 7 of the City of Corval lis to prevent the spread of contagions diseases appoints the mayor, the chair man of the coiBtniltee on health, and chief of police a board of health, and the chief of police as health officer. . This ordinance provides that each phy sician in the city thall report immediate ly to the health" officer in writing every patient having Asiatic cholera, small pes variola, diphtheria, typhoid fever, scarlet fever, u.easles. or any dangerons or con tagious disease or the death of any ench person. Householders and the owners and oc cupants of any house, store or building in the city are required to report to the health officer any person hoarding, lodi ing or being therein and having sui-h di sease. It is also made the duty of such persons to notify the public by placing at such buildings a yellow flag in case of small pox ; n green Qtg in case of diph -theria; a scarlet flag in case of scarlet fever; and in all other cases a white flag ia some conspicuous p'aee on the prem ises whera it may be easily seen by pass ers on the street. The health officer is required to see that these flags are so placed. All persons who shall have such disease or who lias attended or otherwise come in contact with such diseased person are prohibited to go out in public, or pass from house to house or appear in any street or alley or other public place in the city until the board of health shall have decided that all danger of infection shall have passed All persona ars prohibited from using any vehicle without tbe consent of the health officer for moving any person hav ing such disease or who may die, and when such vehicle is once used for such purpose it shall not be used for any other purpose without the written consent of the health officer. The health officer is required to see that all persons are cleansed and houses and pi emises fumigated before going out or before other persons are admitted to the premises. All persons are prohibited from mov ing any person through the streets or from house to house or from boat or de pot any such disewsed person without the consentof the health officer. Any person found with such disease is made the duty of th board of health to see that they are taken to their place of residence and confined there o as not to expose others or be placed in tome other place provided for the pnrpose. As it is the intention of the Board of Health to strictly eaforce this ordinance and as it has seemed that some are either ignorant or negligent in observing its provisions it is deemed proper to pub lish the above leading conditions of the law, M.
