lllllS GAZETTE. TUESDAY, JANUARY 14, 1002. CONGRESS GOVERNING WISELY. The desire, especially iu the Pacific coast states, for unrestrict ed trade relations with the Phil ippines has produced misstate ments concerning our treatment of those islands which in turn has caused much misapprehension on the subject. They are simply territorial pos sessions of the United States. None of them are yet territories of the second class. This renders it necessary for congress to exer cise greater control over them than we are accustomed to see that body exercise over our terri tories. The inhabitants are not qualified, as yet, to conduct an organized territorial government. There can be no question that when they are able to do so con-' gress will provide them with the usual instrumentalities. In the meantime their govern ment must be more directly by congress. It is not only the right but the duty, as well, of congress to govern them. There is no re striction nor limitation to do this in whatever manner congress may determine except such as may be found in the conditions of the treaty under which we ac quired posession of the islands. In governing them congress must not only consider the ulti mate welfare of the inhabitants but also keep in view the best interests of the people of the United States. Under treaty with Spain we agree to give her ships, for ten years, the same privileges our own have. If Spain be allowed free trade with the islands all the commercial nations of Europe may claim it under "the most favored nation" provision of our treaties with them. We do not Intend to bear the burden of the Philippines that Europe maybe directly benefitted. The hous has passed a Phil ippine tariff bill which the Sen ate will doubtless accept. It is true the recommendations of the Taft Commission may influence the senate. Senator Mitchell's propositions are on that line. He would enlarge the free list and make a reduction of 50 per cent in the rates of the dutiable list as fixed bv the house, but it is not verv probable the senate will adopt them. We recall the free trade oppo sition to the Porto Rican tarift, yet it was a liberal, needed and iudicious measure. We can as confidently trust congress to deal righteously with the Philippines. The Filipinos never had self-government, so we have not wrested government from them In fact they have never had the opportunity and the incentive to participate in their own govern ment we now give them. Unbi ased reports agree in admitting the wholesome influence of Amer ican rule and declare that the moral, social and material condi tions of the Filipinos are in a gratifying condition because of our labors. The clamor of the free trade press, the selfish commercialism that would exploit the islands and the efforts of opponents of the administration should not be per mitted to blind us to the truth that congress is dealing wisely with all our insular possessions. A Christian Colony. A plan to start a colony near Monroe, Benton county, Ore., is the scheme of Rev. H. S. Wal lace, formerly of Spokane, who has sent out a call to those who wish to become members of the community of which he is the religious chief to respond at once. Rev. Wallace is a former associ ate of Rev. Dr. Mclnturft, who was in several ways associated with the police in Spokane in the past. Lately, however, the latter divine has withdrawn from the federation of which Wallace is the leader aud is following an other line of work. The plan as proposed to be followed in the establishment of the colony is outliued iu the gen eral call as follows; "The promoters of the Co operative Christian Federation," a Christian colony located at Monroe, Benton county, Oregon, will open the the colony for the general reception of members January 1, 1902. This colony differs in many respects from all other colonies. It was promoted and is fostered by the Corvallis & Southern railroad company, the company having already pro vided, right in the heart of the' 7)11 Willamette Valley, thousands of at acres of land, hotels, mills, store houses, shops and dozens of dwellings. ''The lands extend from the banks of the Willamette river across the Long Tom river and up oa the foothills of the coast range of mountains, including r,ooo acrts of rich river bottom and all varieties of soil found n the Willamette Valley, all im proved and growing annually thousands ot bushels of grain, tons of hay, tons of vegetables and fruit, including apples, cher ries, pears, plums, berries, and 100 acres of prune trees, eight years old, with great evaporators for drying the crops. Pendleton Tribune. la Kansas. A marktd copy of the Torch of Liberty, of Monnd City, Kan- sas, came to our table a lew aays ago and contains the following notice which is beyond doubt a good advertisement for "our sec tion ot the country: Henrv Crabtree, a Mound City bov and a student of the Mound City school, and who grew to manhood with his mother and stepfather, Mr. and Mrs. Rufus bmith. residents ot our city, ar rived at Mr. Smith's last week His home for a dozen vears has been in the Willamette Valley, Oregon. He is engaged in the fruit business, making a special ty of prunes. On Monday, in company with Mr. Smith, he visited our office and brought a box of prunes of which he has good reason to feel proud, as he had grown the trees, harvested and evaporated the fruit, prepar ed it for market, and brought 34,000 pounds to Kansas City, where he found rea iy sale. Sev eral of our leading: merchants called and pronounced his prunes as fine as any they had ever seen He grows the Italian variety, which has a rich black color and a delicious flavor. He speaks in glowing terms of the Willamette valley lor fruit, and when asked the price of land he said he would not take $200 an acre for his or chard.
