If .(MB GAZETTE. FRIDAY, OCTOBER 11,1901. FREEDOM OF SPEECH. Much of the prevalent abase of freedom of speech arises from failure to recognize the limits of moral suasion. Just so far as we may, employ mom suasion witn men we should have, aud do have, full liberty of speech. We may employ all the arts of rhetoric, all the subtleness of logic, we may resort to ridicule and carri cature to convince men aad do no violence to freadom of speech, i The moment we go beyond the limit of moral suasion, and our speech ' becomes Incendiiry, and inflammatory, stirring up thej passions of men and inciting them to acts 01 violence, we aouse freedom of speech. We have usually borne with this abuse and have attempted through moral suasion and the force of right public sentiment to restrain it, or at least to prevent it from producing its legitimate fruits disorder, vio'efice, riot and bloodshed. Too frequently, however, we find moral suasion insufficient atfd public sentiment too indulgent to stay the current. Unrestrained by law, unchecked by force of public sentiment, the prejudices of men have been ap pealed to, the passions of the un thinking have been aroused and force, violence follows and re straining force must be used to quell the turbulence. An intel ligent public sentiment which sets its face like flint against the abuse of freedom of speech and liberty of the press would prevent many of the disorders which, from tima to time, vex whole communities. A public sentiment which would refuse to hear the diatribes of the female Goldman, which would refuse to read the yellow journal would ultimately reduce the mischiefs these work to a minimum, and render them com paratively hat mless. ' In addition to such public sen timent we need more frequent displays of personal courage by citizens who are atrociously ma- Jigned and abused . by speech or press. Oar law3 of slander and libel furnish ample justification and some measure of reparation to the citizen, and if more ire quently invoked would go a long way toward restraining abuse of the press. In Portland, a few years since there was published a vile,- filthv sheet reeking with all the moral coruption it could gather and at tackiaar the reputation and assail ing the character of many of the purest and best men and women in the city. It became absolu tely reckless. A leading lawyar and promi nent citizen was grossly maligned. He very properly ana" promptly invoked the law and gave the . yellow journal such a lesson in ethics, as it never forgot, and with such results, financially, as the publisher has not yet ceased to feel. But there are those who Can not seek such vindication. The President, for instance, virtually is debarred from appealing to the law as a private citizen may. He must look to public senti ment for protection from indecent assault, and he soon finds that he leans upon a very weak, uncer tain support. Public sentiment must give our public servants greater protection. It must rep robate all unseemly abuse and vilification even though under the guise of "legitimate criti cism." When all this is done and it shouldl be done there yet re mains some classes or organiza tions which no moral suasion, no possible public sentiment can reach. Chief , of these is orga nized Anarchy. The anarchist is without moral fiber. His purposes are destruc tive of all moralities. If they were accomplished mankind would become a mass of Seeth ' ing putrescence, filthier, viler than any presented by the most degraded savages known. Public sentiment can not reach them for they defy, always have defied it. Their doctrines are utterly destructive. They pro claim their purposes in the most vehement manner. The utter and forcible destruction of all gov ernment, the overthrowing of all organized society are their main purposes. They know force as the only means to this end and S3 they openly and industriously teach. They respect nothing save force, overpowering, over mastering, cruel, physical 'force. In vain may we appeal to reason, in vain rely upon moral suasion ; they will not give a moment's heed. Only when they see -a greater force ready upon occasion to bear down upon and distroy them will they farbear. Such instruments, looking to the display of necessary force up on these destructives, must be lawfully created. Back of these but ever reaay to resort to their us?. snouid exist sucli an over whelming public sentiment that m it all, the most daring group of Anarchists may easily read the determination of the American people to preserve our sacred right of free speech from gross abese and to defend our govern ment and our social organization from all enemies, wherever found. Win. McKicley's Will. The will of the late President MeKinley has jsst baen made pablic and is very simple in its farm. Evsrrthinrr was willea to bis wife during tier life, bat he made a charge n his property, as is shown in the following clause of the will: "To pay my mother dnriug her life $1,000 a year, and at her death said sum to be paid to my sister, Helen MeKinley. If ' the Income from property be insuffi cient to keep my wife la great cfemfort and pay tho annaity above provided, then I . direct that such of mf proparty be sold so as to make a sum adequate for both purposes. Whatever propsrty remains at the death of my wife I give to my Drottiors and sisters, share and share alike. My chief coneam is that my wife, from my estate, shall have all she requires for her comfort and pleisare, and that my mother shall ba pravided with whatever money she reqeires to make her old age comfortable and hap py."
