THE C0HVALL1S GAZETTE. TUESDAY, MARCH 12, 1901. RESULTS WILL FOLLOW. The Gazette was the first pa per in Oaegen, in an early day, to contiaoously advocate a rail way to Yaquina bay and the im provement of the harbor which finally led to the results so far accomplished. The good work was finally taken up by other valley papers. The competition afforded for a time reduced freight rates so that many thousand dol lars were saved to the producers of the Willamette valley and in a great measure benefitted other portions of Oregon. The hard times, tne financial reverses which overtook many of the rail roads of the country, fell with destructive force on the Oregon Pacific Railroad Gompany and forced a change in its manage nient. The taking off of all steamship facilities from Yaquina bay to San FraHGisee to engage in the Alaska trade put a stop to tne large trarhc which was han died through that line. This suspension of basiness will re main for a time, but Yaquina naroor wui finally be improved. There is a strong opposition which (s determined as long as possible to have but one outlet to the sea for the state of Oregon This opposition will prevail for a time, but will not always con tinue. Although it may be re . .1 - n - . garaea as unpopular with some, .. in iu paper wm assume tne re sponsibility of urging resumption or wort on the Yaquina harbor, that the producers and toilers of . Oregon may be relieved from the lack of competition in freights anoraea by only one outlet to the sea and In time results will follow. Could Oregon have been 69 teittraate as to have her af fairs la congress continued un ub w auie ana emciens co workers, Dolph,. Mitchell and Hermann, as able a combin anon as any state ever had to represent it in that body, many citizens f this valley feel confident that the interests of Ya quina bay would have fared better. A naoveaaat which would con tribute very ranch to the build ing ap of Western Oregon weuld be far congress to make sufficient appropriations to devote to some permanent plan to improve the Willamette river so that i. would remain an open river during the whole year, and permit steamers to run regularly, making daily trips- frsm the head of navigation to Portland at all times. River steamboat men, who have been eatae river the larger part of their lives, contend that congress has in years past appropriated nearly enough money to accomT plish such an . objact had the money been spent properly and on a definitely organized plan for such purpose. Instead, how ever, it has been spent in patch work so as to afford very little permanent results. Tho Benton County Citizens' League. In accordance with a previous adjournment a considerable num ber of citizens of the county met in the county court room last Saturday evening. The com mittee previously appointed for the purpose, reported a constitu tion and by-laws for the consid eration of those in attendance. After being amended in some minor points and read section by section, these were adopted as a whole. The name adopted for the newly-born society is, "Ben ton County Citizens I,eague. The objects of the association are: 1 The consideration of all subjects tending to promote the wellfare of the community. 2 To devise, consider and recommend such legislative, muaicipal and other measures as may seem wise aad beneficial. 3 To aid and assist the proper authorities in carrying out all ordinances and laws for the com fort, safety, health anS prosperity of our people. - 4 To plan for developing Benton county and improving the public highways, to promote the establishment of new indus tries, to r.dvcrtisc the advantages and resources of our section of I-country and encourage new peo 1 pie to make their home among us. Any person above the age of twenty-one years may become a member on application' in writ ing, recommended by two mem bers in good stan ling, and pay ing $3 admission fee, and sign ing the constitution and by-laws. One of the most prominent fea tures of the constitution Article V to the efleqfc that "no liability at any time shall be Incurcd by the association greater than the available funds on hand;" also that Article V can only be amended upon written notice given to all members and unani mous vote. The business of the association during: the interim between; meeting is placed in the hands and authorized by au ex ecutive committee of five. The executive committee is com posed of the president, first and second vice-presidents, secretary and treasurer. Three members of the committee constitute a quorum. " This organization started out with much earnestness of pur pose and enthusiasm on the part of those present, to do good which may arouse earnest feel ings for progress and prosperity of the people of this part of the country. The great difficulty of all interior communities is that business men get inside of their offices and become entirely oblivi ous to all surroundings except as to the few people who approach them to facilitate transactions in their particular line, and soon they forgeS thaS they live for or were bom for any other purpose. It the busines men will awaken from their seeming lethargy touching all surroundings except their own, the community through means of this League will ere long gradually assist in bringing about additional impor tant surroundings which will double the trade and prosperity of this county. We sincerely trust that every business house will see the importance of send ing at least one or more of the members of their respective houses to attend the meetings of this organization. County Court. The commissioners' court con vened in regular session, Mon day, March 6th, and transacted the following basiness. The salaries of the various county officials and other bills were allowed. The bids for the contract of furnishing wosd for the county were opened. Otis Skipton was awarded the contract of supplying 35 cords of old growth fir wood at $2.43 per cord, and S T Wyatt 50 cords of grub oak four fee& long at $2.64, and four cords grub oak two feet long at $3. In tha matter of petition for road in the Oliver Creek coun try, Fred Buchanan, Jesse Brown and J W Foster were appointed viewers, and County Surveyer Waggoner was instructed to sur vey and plat the same and make a written report in the matter at the next session of the county court. In the matter of road across lands of J J Waggoner, Johnson Porter, G Harding and E J Elliott were appointed viewers to mark out and .locate said road and assess the damages to be sustained by any person in the establishment of said road. The were instructed to renort at the next term of court. In the proposed change of road leading' from Indenenrlenr school house to Philomath-Alsea road. Wm Crees. T E Wvatt and Caleb Davis, Sr, were appointed viewers, with Surveyor Wag goner to investigate at the next session of court. In the matter of rockcrusher the firm of Austin & Weston Co. L't'd, represented by W L- Mer cer, who was brouerht here bv J H Simpson, were awarded the ennher at $1,154. There were extra jaws ordered for the same tnar win cost in the neighbor hood of $50. The petition for a free, ferry across the Willamette river at Corvallis was denied. It was ordered that M P Bur nett file his bond as sheriff and tax collector of Benton county in the sum of $20,000 as per law required. . It was ordered "that a bridge be Torturing Disfiguring Humors Itching, Burning, and Scaly Eruptions of the Skin and Scalp with Loss of Hair CURED BY CUTICURA. County Treasurer Buchanan was ordered to pay to state treas urer the sum of Benton county's taxes for 1900. William A. Buchanan's aellon in paying state taxes for 1899 was ratified and confirmed. The matter of refunding meney to CD Abbott on money paid as taxes was referred to Sheriff Burnett far his guidance, Know Your Business. In every walk of life one will perceive that the masses of his fellowmen are failures. Of the many man engaged in some cef tain business the majority will fail. A lew will sueceed under the same conditions that others fail. The poultry business de serves far mora attention than it usually receives. An exchange furnishes the following hints on poultry raising that are certain to prove beneficial to all who will follow its leader Success and failure with poul try depend upon tae poultryman himself. There ara good oppor tunities with poultry and many waysof making a certain amount of money by judicious arrange raents and close attention in the keeping of fowls; but forabe- ginier to suppose that because he is provided with a certain amount of money, aud can secure a likely place for business, suc cess is certain is a mistake. Although just at firsS matters may seem easy, the undertaking may sooner or later end in a very sad awakening to the reality of dead loss. But provided the business . could be made an ad junct to something else which doe3 pay, then, with acquired knowledge gotten Oaly by ex perience and unremitting at tention to even the smallest de tails, it may be made to add very materially to the annual receipts, and later on may be made an exclusive basiness.
