It has been the opinion of many persons who have considered the question,, that United States bonds drawing 2 per cent, interest per an num, if made payable in United States gold coin, would sell in the market at par . or go to a premium. This " opinion has now grown so strong that the currency bill, adopted by the finance committee of.the senate, recommends that the secretary of the treasury be author ized to issue coupon or registered bonds in Buch form as he may pre scribe, in denominations of $50 or more, bearing interest at per cent, "par 'annum, payable In gold coin of -"tire present standard of value, and to be exempt from taxa tion in any form, and become pay able after 30 years from their date of. issue, to be used to refund the present outstanding five, four and three per cent. bondB. . If - such bonds were issued and placed upon the market, they would certainly go to a premium. ' " . The demo-populist party suggest thai it would be better for the pub lie to haye a law authorizing the free-coinage of silver at the ratio of j 16 tol, making such coins a legal tender, and requiring the bonds and obligations of the United States to be payable in such silver coins, the effect of which would no doubt be to .force United States bonds now drawing four and five per cent, interest to depreciate much below their present value. Free silver agitation . in 1896, to gether with the threat to pay the bonds in silver, caused them to de preciate eighteen cents jn each dol lar below their present ,valu. - The efforts of zealous partisans, through the public print and other wise, to treat with disrespect and misrepresent the high official ac's of the president of the United States in dealing with foreign affairs, iwill hardly be considered by the public as just, proper or made in good faith, when the excuse for this unusual comment is said to be the accusation by his colleagues and a majority of the people of the Uni ted States, including democrats jas wellas republicans, that Roberts, representative-elect from Utah, is violating the laws of congress, of which body he seeks to be seated as a member, while ho is openly and confessedly practicing polyga my. When it is also found that only 28 of Roberts political faith and only 30 in all voted against the resolution to appoint a committee to investigate - the truth of the charges, while 302 voted for the resolution, .me detractors or tne president's necessary and proper official acts must certainly blush. The'oft repeated statement is being made by many of the time-serring publications of the Bryan following, fc standard, and the failure to give :t.. j - i il. ratio of 16 to 1, is the occasion of the present low price of wheat. Farmers' Short Course. m, r ., 1 fA.n.AiHi'' 11X13 BCH.SUU lur milium vuiucio institutes held under the auspices of the agricultural college, is now at hand, and the applications are so numerous that the station -staff is only able to fill a small per cent of the dates' asked for. In order to meet the demands, a strong pro gram has been prepared for the short course, soon to be given at the college! The short course will open January 9th and close Febru ary 2nd. Last year the course was attended by 102 . persons, coming from all sections of .the state, and they expressed great satisfaction. The aim in the course is to make the work intensely practical.: The object of trie course is for the dis semination of practical Information in the various branches of farming, ; and for the teaching ; of modern methods, the outgrowth of scientific research, thereby stimulating . pro duction, lessening the arduous duties of of the farmer, and yet in creasing the revenues of the farm. The course will consist of 100 lec tures and exercises including the technical and practical features of general agriculture, horticulture, dairying, veterinary science, stock feeding and breeding, ' plant dis eases, poultry raising, etc. The benefits to be derived from the short course far exceed those of farmers"' institutes, net only be- cause tne lectures are iar more numerous, but for the reason that those in attendance have ac cess to the various laboratories and to all literature in the college libra ries :.' The last three days of the course will be devoted exclusively to the discussion of problems in fruit growing, at which time. prominent fruitgrowers and members of the different fruitgrowers' organizations throughout the state are expected to be present The state grange has recom mended the short course at the college to members of the order and urges them, when possible, to at? tend.
