The whole of it, though technically justifiable, perhaps, under the recent extraordinary bgifelation of Congress, seems to us an alarming stretch of power. It has put the States in the control of the federal government in a way that virtually annuls their existence as States. What is the use of a local election, if a judge of a federal court, on a mere show of irregularity, or in the eveut of a dispute between f .ctions, may take the matter into his own hands, and mstal whichever faction he pleases ? In such a condition of things what difference would tlnre be between a State and a territory, or between a State and an abject dependency, like an Eastern satrapy, upon the imperial " centery ( ; Wo say this without pietending to understand the merits of the controver sy in Louisiana, if it have any merit, which we doubt. The principal men 'Onr both sides there would appear to be desperate political rogues, the Custom House set every whit as bad as the Warmoth bet. We are not clear that the difference between tbem in honesty and patriotism would te worth the toss of a copper. But there is one thing about Louisi ana politics and politicians of which we are very clear. The best and wisest treatment of them by the federal goverrment is to let them alone. When the two parties actually get to blows, and the State is in insurrection, and that case oi domestic violence arises contemplated in the uonsumuon or the united states, ana it becomes absolutely necessary that its government should interfere, then it will be time enough to do so. Meanwhile the Warmoth faction and tho Pinchback faction may safely te left, so far a as the general welfare and peace of the country are concerned, to fight it out among themselves. If either can make headway against the Other by appealing to State law and ran"inr .it on tteir side, K t that be done ; or, if either side .shall tje able to a peaceful conclusion for the time being by knocking the partisans of the other side on tho head let that be also held as a providential mercy. Hut let the federal authorities keep i out of the mess.if we jav se tht famiiiar term. ;rhat is the safe thing to do- -sate as a. constitutional policy, safe as a policy which comendes itself to common sense, j We confess to a feeling in regard to States' rights aud federal limits which to others maysecjui almost a predjudice or a superstition, aud we shrink inevitably when we see one State faction which a federal court has just put upon its legs, turn round and abolish a State j court whose judicial action it has reason to dread. It would not dare to venture on such a measure did it not know that behind it was a power which the State could not eop.c with.
