The Senatorial contest in most States has now degenerated iuto a-simple question of barter &ud sale. The qualfiicationa of the candi- i date -are, first a brazen effrontery that keeps him in countenance to ask place next, gold and promise of office a capacity for intrigue, or, as it usually termed, tho power ot making political combinations. In business circles this demoralization is quite as complete as. in political. Our Courts are employed in enforcing jpcualtics.itgainst tho lesser offenders and in iuruishing escapes for greater villi ams. Corporate monopolies ; pay no attention to law or Courts; override :the3 with imperious hand, and by bribery and debauehing legisators secure the passage of such laws as they need. The Railroad and other Kings can by combination secure the passage of any iaw they desire at Washington. The Credit Mobilier illustrates this fact that by judiciously placing a few hun dred thousands of stock, millions can be voted from the National Treasury tvithout a roll-call. The Tammany frauds of New York Tiave been going on for years, and well known to every intelligent person in that city. The Americas Club annunally gave processions, balls, feasts and excur sions displaying their stolen jewels in the mouth and eyes of their symbolic and insatiable tiger. These frauds were finally exposed and arrested, not be jc.ause Tweed & Co. were stealing, but because they were stealing too much; the amount alarmed the taxpayers and it was broken up to prevent, not an increase of crime but an increase of taxes. Fisk and Gould confederate to plunder the stock and bond holders of trie; they own Courts, they steal, plunder, forge, are guilty of perjury and subornation of perjqry j they flaunt prostitutes in public places, travel wun ineir narema. Use is murdered. Gould is arrested ; he hag stolen nine millions j he confesses the fact, and having first arranged for the operation with the reformed Erie man i tigemcnr, ne returns nis stolen nine millions, condones the offense and .escapes State Prison; having com pounded the felony, ho makes reputa tion and eighteen millions by the operation. Stokes, tho murderer, is convicted. Ho will never be hung, because he has money aud friends, and because his sister shrieks. He wouid have never been convicted except that the vengeance of Fish hn3 not slept in Fisk,s grave. During all this time the small ma chinery of the Courts all over the land is grinding out justice. The Louder backs and the Stanlys the arbiters of drunks and the expounders of three-hundred-dollar law--are wise, firm, virtuous and serve six months in the County Jail to the trembling drunkard who is convicted of resisting an officer or using vulvar language in Pike or Pacific streets ; judgment for the plain tiff and execution against the bed and cook stove of the poor widow who will j not pay her rent. Lavs are" enforced against gambling with the utmost severity by the spasmodic energy of the police to break in doors and arrest gamblers. Men of years and judgment are foolish enough to hazard their own money npon cards; they bet that the jack will turn up before the ace, or "copper the turn ;"this Is done in a eccret room. We do not say that it is not very wrong and very wicked for men to gamble, and that by euch con duct they outrage the sensibilities of the detective police and ought to be enrpressed. At the same time we turn our thoughts to California street and we see legalized gambling where lies, fraud, suppression of facts, falsa state ments, suborned superintendents, dis honest experts, salted mines, and all the thousand and one of wicked and artful schemes of fraud, are resorted to steal money from the unsuspecting. We see the same passions, the same anxious looks, the same pale faoes that haunt tho school-marm's imagination of a gambling bell. Wo see the clerk and servant in a fiduciary capacitv gambling with fund not belonging to them, We hear of broken hearts and broken fortunes. We read of ruined homes of men turned criminals and ijwaea turned prostitutes to get money J for this devilish passion to gamble in stocks. And yet no one has dreamed that this ought to be controlled by law law or restrained by legislative enact ments. The sale of intoxicating drinks is carrying ruin and desolation to a million homes, filling ; our asylums I for the insane, our homes for the inebriate, our places of refuge for the poor, our ponetentiaries and our hospi tals, increasing our public burdens, our national and State taxes,, nnwtiat is a thousand times worse, destroying our young men faster than disease and war. Vet the Government licenses the manufacture of theso. alcoholic poisons and derives revenue front it. Our State and municipal laws authorize arid legalize their sale for a pultry tax. Kut we punish with inexorable and unrelenting virtue the man j or woman who gets drunk. The man who can got inebriated at his own table aud is put in his own bed commits no offense; but it is against him who gels drunk at a licensed saloou and is put into the street, it is against this impecunious, homeless wretch that j the law frowns. ! We have become so familiar with these anomilies, we have looked upon these vices so lung, that we think there 's no remedy. This is tho mistake of public opinion . The press I has made the mistake, aud the result is legisla tors make uo effort to eradicate, but only to modify tho evil.
