THE INDEPENDENT. THURSDAY... .MAY 3, 1389 CHOI'S ASD FAllMKKS. Tho warm showers that have been present with us at intervals for sev eral weeks, assure an abundant yield of grain and fruit. Grain is looking better than before for years at this time of the season. Farm ers predict that the crop of 1888 will be larger in Oregon than that of any previous year in the last decade. This is just what we need; the farmers can stand a great deal of prosperity without becoming bloated capitalists. A good crop will be the salvation of many deserving farmers from bankruptcy. The financial stress through which Oregon has labored during the last five years, has caus ed the most economical and indus trious farmers to grow worn and haggard. The mortgage tax law and its at tendant evils weighed heavily upon the agricultural industry of Oregon ; and when to that iaeidded the low prices for fanners' products, espec ially wheat, it is not surprising that many men became disheartened as interest became payable and mort gages matured. Taxes to meet the expenses of the county and state have ruled high, and their payment was An added hardship to the anx ious, debt-burdened farmers. The men who had money to loan, in many, very many instances, have been leeches upon the productive vitality of the country. I'sury laws have been disregarded and "bonus es" paid that more than equaled the added lawful rate of 10 per cent, in- terest. The man who could secure i the biggest bonus for his money, in I addition to lawful interest, has been j considered the shrewdest financier. This method of '-business" has gained such headway under the de pressed condition of farming, that loans are being made at 10 per cent, and "bonuses" exacted that swells the payment of "blood-money," in many instances, to from 30 to 35 per cent, of the total sum borrowed. We are reliably informed that a bo nus of $75 was paid for a loan of $000 for six months, note bearing j interest at 10 per cent, in addition j to the "sharp" money. Something ought to be done; something must be done. Instead of encouraging agricultural pursuits and other busi ness enterprises, that give employ ment to men who would expend their wages with our merchants, there seems to be a desire on the part of a few to bring ruin upon a legitimate business, that they may gain a profit from the wreck. Hills boro and the county need a bank to meet the growing requirements of business and the bank will soon come. The farmers are organized and organizing. There must be a big reduction in interest. The pay ment of notes secured by mort gages upon the lands of thin county at less than two-thirds the value of eaid lands, is a better security than that of our government. But ol serve the difference in percentage! The day is coming when money will be rated at its proper value There ia deep injustice, great wrong in a man loaning from $2000 to $3000 at such rate of interest that he can live in ease and comfort without labo riously exercising a rauscle.while his neighbor employs double and often quadruple that sum in business, labors early and late, grasps every opportunity to make honest money, and vet receives less than hi ab- sorbing, conscienceless neighbor, j There is a tide in the affairs of j men which, if taken at the flood, leads on to success. This can be done; j the farmers hare the rich and fertile lands at their backs, and only through their labors are the great wheels of traffic put in motion. This is the work of the Grange, and it can be made more powerful than the banking and railway cor porations of the state. Thousands of farms in Oregon are laden with alty. You have, un doubtedly, men in the Grange of rare business sagacity, who could carry this project forward to a suc cessful issue. In union there is release from these financial troubles. It is about time the farmers were forming a i "trust." Let us combine. j A Washington dispatch, dated May 2d says: Senator Dolph was the presiding officer in the senate yesterday during Ingall's speech. He had difficult work at times to control the spectators in the gallery, who were greatly excited. At one time they had applauded one of Voorheea' telling points with such enthusiasm that Senator Dolph di rected the sergeant-at-arms to eject any person caught giving expres aions of approval or disapproval. Before another issue of The Iw depexdext can have greeted its many intelligent readers, the republican primaries and county convention will both have been held. It is needless to urge upon the party the importance of nominating a ticket that will meet the approbation of the people. There should be no trickery. The work of a conven tion is easily overthrown at the polls by the ballots of outraged voters. The only hope of democratic victory in this county, in the face of its re publican plurality, is in taking ad vantage of all mistakes that may be made by that proud and grand old political body. The duty of the party in selecting its delegates and makintr nominations is plain. We shall support no unhealthy combi nations. If the will of the people is disregarded, the result is uncer tain, and the party ought to suffer defeat. Vnfortunately, there are not enough offices for the many as pirants and some soreness is sure to be developed. But be men; find consolation in the thoughts of what might have been, and what you, in justice, would have expected from rour less fortunate brother office- i seeker. "Vote as you would pray, and be sure that prayer is for the success of the republican ticket." The sensation of the week in Europe has been the election of General Boulanger in the Depart ment du Nord by a very heavy ma jority. This makes Boulanger once more the center of French and even of continental interest. It is felt to be a most severe blow to the in- j Vanderbilt'ri $10,000 cook in fluence of the government. To meet political and other expenses last year the governor gave notes for large suras, and these notes were indorsed and paid by John O'Brien and Hermann Clark. In return the governor interested himself in getting and did get for O'Brien and Clark,tbrough the com missioner of public works of New York, the contract for section 12 of the new aqueduct. All this has come out through an investigation ordered by the legislature. The commissioner of public works, Holin M. Squire, has made under oath a statement in regard to the contract and the governor's agency in it, and the cashiers of the banks where the notes were cahed have given testi mony that completes the history of the transaction, dov. Oregon will soon receive a little more than $10,000 from the national government, through the prompt action of Governor Pennoyer in j calling attention to the matter. This ; amount has accrued to Oregon since 1883 for her 5 per centum as sales of public lands in the state, as per act of congress in admitting her to , statehood. Last year the labor ticket had 15,000 votes in Cincin nati. This year it had only 3000. Gen. Oonzales.formerly president of the republic, and now governor of the state of (Jnanajuato, has taken a bold and decisive step in decreeing suppression of bull fight ing in that state. lie declares that the sport is demoralizing, and is leading the people into habits of wastefulness and disorder, and the employment of large sums for con structing bull rings and maintain ing them is entirely improper at the present state of civilization. lie de clares that educational interests and manufacturing enterpriser suf fer from the use of so much money in this barbarous sport and that habits of public order and economy are destroyed by it. Accordingly, he orders a summary prohibition of bull-fighting in his state. The man who made his own coffin was heard of long ago; later, the man who dug his own grave, and latest, the man in Athens, Georgia, who preached his own funeral sermon. The public will now want to hear of the roan who does his own "laying out." Rt. The pub lic may be satisfied. Several men in Union county have performed the "laying out" act in allowing them selves to be nominated for office. The funeral will take place in June. Scout. A keen sense of the pres ence of death is keenly felt by would-be candidates in this county; but they need have no tears respect ing interment.
