Tho report of tho commissioner appointed by the New York legis lature tovVepoit the most humane and practical method known to modern science of carryinsr into effect the sentence of death in capi tal cases, was transmitted to the legislature yesterday. It recomends killing the culprits by electricity. In regard to the ad vantages of electricity the com mis sioner says : "Its aplication may be made with out injury to the officials; the place for its use may be strictly private, and its certanity is beyond a doubt One objection to electricity is the shock which people uninstructed in its nse suppose is inflicted on the condemned man. As a matter of fact, the electricity shock cannot produce a sensation which can be perceptible to the criminal. The velocity of the current is so great that the brain is paralyzed." The commissioner recommends that a chair with head and foot rests could be used, in which the condemned man could be seated in a half re clining position. One wire could be connected with the head rest and the other with the foot rest, which would be a metal plate. The elec tric current could be supplied by electric light wires. The commis sioner recommends that the dates of execution be made uncertain, so that the criminal .may not know what day he is to die, and that the corpse go to some doctor or to a nameless grave without religious rites, and that newspapers be for bidden to describe the execution. A Queer Divorce. "What man hath joined together, man may put asunder," holds a Michigan justice of the peace, who has recently granted a divorce after the manner of a dissolution of part nership. A man and woman in that State, after a short wedded life, recently walked eight miles to the justice who married them, and de manded a divorce. After a com mand to "Unjine hands," the justice proceeded to administer an oath of mutual renunciation to each party. Then stepping to the door he loudly proclaimed the divorce. Receiving no objection, he pro nounced the marriage annulled in the following words: "Then, by virtue of the power in me vested by the legislature of the state of Michi gan and my official oath, I hereby declare the partnership heretofore existing between the' parties of this day dissolved by mutual consent. It goes under many names but it is essen tially the same complaint. Hospitals and private institu tions for nervous patients are crowded. The average of life in the United States ia de creasing every year. Sndden deaths from nervous collapse among our business, profess ional and public men are so frequent as scarcely to excite remark. The majority of sui cides, committed without ap parent reason, or under so-called depres3'.oa of spirits," are really prompted by nervous prostration, which is a fruitful source of insanity and crime with all their grief and horror. Tho?.ft facts are startling. They threaten the very life of the nation. They assail the spiing of its power and pros perity. They wreck manhood's strength and woman j useful ness and beauty. Every one should know the causes. What are they ? The answer is easy and terribly plnin: Our vicious personal habits ; our careless ana lawless . eating and drinking; the in tense mental and physical strain arising from our mad race after money, position and influence; the fears and struggles of pov erty; thfc use of narcotics and stimulants; our fashion of turning day into niq'it and night in co day; and, briefly, our . desporate willingness to pay any price for an hour's pleasure or success. So we bum life's candle at both ends and fill the lunatic asylums and the gravejT.rds. I The disease from which we suffer and die is, in plain Eng lish, jXervoux Jjyspepsia, as it is seated in tha JServes and in the organs of Digestion, Assim ilation and Nutrition. Healthy digestion being impeded or des troyed, the whole rody, nerves included, is literally starved; even when there ia no emaci ation to iell the sad story.
