The use and the abuses of wealth forms one of the weightiest propo sitions for human consideration. The Macon Telegraph says that Mr. Carnegie, who is a very rich iran, has expressed views as to the dntv of rich men in the use of their wealth that must be described as radical. He has even gone so far as to say that the man who die? rich dies disgraced ; and though he probably did not mean exactly what the words expressed to the ordinary reader, his general idea cannot be misunderstood. He meant that the rich were under the moral obligation to use their wealth for the general good and not merely for the gratification of their own selfish desires. It is creditable to Mr. Carnegie that he puts his theory largely into prac tice, and contributes freely from his wealth for the erection of public libraries and similar institutions. Mr. Chauncey M. Depew, in hi speech to the New York chamber of commerce, expressed views similar to those of Mr. Carnegie, and gave the reasons, allecting society and the state, why the rich should regard themselves as hardly more than administra'ors of their wealth. Among other things, he said : I We fear the forces of socialism and we dread the jover of an archy; but social if m does no! epiag from stones and anarchy does not grow by the ravines of uemagogues. liny uotti come from real conditions are the ones which rr en of wealth have to meet, or men of wealth assist in accentu ating and making worse. Every man who has accumulated a large fortune, and in the employment of labor, and in the employment of assistance, so manages as to create in their minds that he is master and they are slaves is an apostle of socialism far greater than anv preacher o socialism in the worl J. Any man who is believed to have a great fortune and Abraru S. Jfewitt stated in a recent address that no man was rich unless he had 120,000,000 any man who ia rich in that sense or in a lesser sense, but especially in a larger one, who uses his accummulation absolutely selfishly and spends it neither wisely nor unwisely for the public benefit, is an apostle of anarchy more powerful than all the Mosts, and all the men that were hung in Chicago. There are few rich men, if we adopt the standard set up by Mr. Hewitt and apparently accepted by Mr. Depew so far that the latter must have felt he was sermonizing a very small audience. But what he said is true, and ap plies to the possesBer of millions far less numerous than twenty. The most alarming feature of our social and political situation the thing that is exciting the anger of the many and dividing society in to more or less hostile clashes is the vast accumulation of wealth in the hands of the few. The many feel that such fortunes have riot been accumulated justly and honestly that in some way the laws of the country discriminate In favor of the rich, enabling them to lay hands on wealth that they have not produced or earned. The result is what Mr. lepew says audiences disposed to listen are provided for the reactionists who call themselves socialists or an archists and imagine that they are reformers far in advance of their time. The remedy which Mr. Carnegie and M. IVpew favors i a good one in its way, but partial at the best, and depending for its application on the unselfishness of the possessor of the great fortunes. Is not the chance that it wi'l be applied a very slender one? Is it not better to li.-ten to the popular complaint, ami abolish the unjust advantages given by discrimina ting laws, and thus increase the opportunities for acquiring a com petency while decreasing the chances in favor of the atvutnula tion of such enormous fortunes by lew individuals? the Rush responsible for every thing that goes wrong in India. Still the uprisings, taken in con nection with recent movements of the Russians in the Famir country may have a deep significance, and may be the prelude to a war for supremacy in the orient which may ultimately involve alt the European countries if there is any meaning in alliances. General sympathy will be ex pressed all over the Willamette Valley for the old pioneer, Medorum Crr.wford, whose life is fast ebbing away, with the intense suffering from a cancer in the throat.
