Those who have been can ied away by the idea that the Vnited States ia on the verjje of bank ruptcy and that there is a deficit, or aoon will be, in the national treasury, should read the annual . - report of the secretary of the treasury. The figures may alarm some who have no taste for ench things, so it may be well to take out a few items from the report which show the condition of affairs. For the present fiscal year the secretary estimates the revenue of the goveument at $433,000,000, and the expenditures at $409,000, 000, leaving an estimated surplus for the year of $24,000,000. In the expenditures are included $125, 000,003 for pensions, $100,000,000 for the civil establishment, $4ft, 000,000 for militaiy purposes, $32,000,000 for naval purposes, $71,000,030 for the postal service, and other less amounts. The postal service, it may be remaiked, is practically eelf-snpportinjr. as it is credited wtm an eeiimaieu revenue equal to the expenditure It is to be observed that the items which are included in the estimates for this year are not constant. Thus, the estimated receipts from internal revenue are $153,000,000, which are certain to be increased year after year. The postal revenues, too, must increase as the country grows and popula tion increases, and the customs re ceipts, which are now estimated at $185,003,000, are certain to in crease after the altered business relatione incident to every change of tiriff bave become thoroughly regulated. On the other hand the expendi tures for pensions, which is now so large, must diminish within a veiy few years from natural causes, As President Harrison explains in his message, in many cases first payments have been very large, because when allowed the pensions date from the time of filing the claim, and many have been pend ing for years. The fi"st payments ruder the law of June, 1890, are relatively unall, and as thejer centage of these cases increases and that of the old diminishes the annual aggregate of first payments will be largely reduced. To sum the whole matter up, Secretary Foster's report shows that the financial condi'ion of the nation is excellent, and that there is no cause to fear a deficit. The surplus has been reduced by the purchase of United States bonds, and the debt-paying policy of the country thus carried out. Collectors of interesting per sonalities are already compiling the necrology of 18DI, and notes these eminent names: Bancroft Loosing and K'nglake, the his torians: Farnell, Bulmaceda' Boulanger, Eradlaugb, ex-Presi' dent Grevy, ex-Vice President Hamlin, Sir John Macdonald, Secretary Windom and William Henry Smith, in politics; Lowell and Wnchell in general litera ture; Lawrence Bar.ett. Marie Wilt and Enma Abbott on the s'age ; Sherman Von Moltke and Joseph E. Johnston, the soldiers; George Jones, the editor, and Kalakaua, Karl I. of Wurtemherg, Prince Jerome Napoleon and the Ameer of Afghanistan.
