To the roost ol people tlie terms socialism and anarchism are syaonymoQB. Such has become the general belief from the associa tion of the two terms together. Bat it seems there is a distinctive diffeence, and the Minneapolis Tribane has taken the pains to point it out. It says that "the socialists of Chicago have passed a Ted-hot resolution denying that their own theories bear any re semblance to the destructive proposition advanced by the an archiats. They denounce the anarchists with great bitterness and announce that they are pre pared to assist the state in suppress ing anarchy and Us followers, Although they are frequently con founded, socialism and anarchy represent two diametrically op posite tendencies of society. Social ism aims at const. ncl ion. An' arcby aims at destruction. The socialist advocates a change in government which wii cen.er in dustrial and legislative control directly in the state. In an ideal socialism the individual man would 1 a minute potion of a great mechanism which would he supposedly ruin in the interests of the community as a whole. An archy, on the otber hand, means the overthrow of gove-nmvatal machinery or every kind. Man U to be hampered bv no read aims or restrictions of any kind, and may comfort himself as suits his own sweet n ill. Theory aside, this means a return to a howling state of barbarism. It is no won der that the socia'ist who w ites to have the government control railroads and indusli ial maclrncry , objects to being placed in the same category with the anarch'st who advocate the overthrow of government and the use of bombs, Socialism appears to be undesir able because it would crush the individual and make him the creature of a great paternal tyranny. Yet it coatains many germs of good, and many of its theories may be applied mith ex cellent results. Anarchy, on the other hand, is a desolate destruc tive creed and has not in it a single element of good." It has been supposed that piracy was blotted out of existence but such does not seem to be the case, for it is rampant in Tonquin and not even miHtary officials dare venture more than a short dis tance from any of the fortified ports. This condition is a severe commentary on French colonizing methods. If the British had possession of Tonquin they would clear out these pirates if it took half their army to do the work They have made Burmah safe for the traveler or the merchant, yet they have not been in control of it as long as the French have been In Tonquin. From those who pe enauiored of anything "that is English you know," continues to come the complaint that Minister Eagao, our representative to Chile, wi s a man unfit for the position and had committed acia unbecoming in a diplomat and that bad helped create the peent entanglement with Chile. These eto-ies have been refuted and the work of Minister Eagaa provea to have been both temperate and wise, but the people who continue to sneeze when the London Times takes snuff, will still keep up their accusations. papers. I says that "Europe wants a rpry plain guarantee that we will not dump that ?4I1),000,0!X of our pilvir into the European mints for recinae into l.l.UOO.OCO worth jf silver currency at the European ratio of 1-, to 1." One would in fer fiom this that the Tress be lieves that the European nations are apprehensive that we will dump our hoard of silver on them in case of free c.-inage, and there fore they do not care to enter into an international agreement wim us to restore bimetallism. But as the evidence all points t J a strong lesire 01 the part of European nations to draw asjmuch specie to themselves as possible it seems rather old to charge them with being apprehensive. Eefot'e the demonetisation of silver in 1S73 most European financial writers were chuckling over the fatuity cf a people who insisted on under valuing a metal produced by themselves by fisina a ratio differ ent fiom that establithed by other nations, and they invariably re garded the imports of silver as something desirable. But this is not the only amusing feature of the P.ess' article. While it tells us that the European initio is are trembling with apprehension lest we dump our saver upon them it approvingly comments on Secre tary Foster's assertion that if free coinage is to be our olicy the silver of the European nation would come to us and our gold go to them. The Press ought to be able to perceive that Europe can not feel sure that she wilt be able to dump her silver on us and tt the same tme shiver with dread at the possibility of being Hooded with American silver. Tub hedging around, upon the free coinage question, is one of the most remarkable inconsistencies that has ever been indulged in by tVe American press. Plainly working into the hands of the mononietaliats. the majority of the papers nse their utmost en deavors to be fuddle a plain ques tion in the minds of the people, and endow it with the most ab surd theories imaginable. One of the exceptions to this rule is tlm Chronicle which adheres to peoples side of the question and talks pla'n common sense.
