Action upon it is pending in con gress, and a thorough discussion and understanding of the subject should be had. The Omaha Bee re fers to the fact that United States Senator Dolph of Oregon makes a strong plea for adequate coast de fenses, a matter which recent cir cumstances have induced the peo ple of the country to take greater interest in than ever before. Sen ator Dolph baa given very close attention and study to this subject and when he urges its commanding importance it is with a full know ledge of the facta and a just appre ciation of the dangers. In order to realize these it is sufficient to know that 5,000 miles of sea-coast, with numerous harbors and im portant seaboard cities and an ex tensive ana valuable commerce upon the Great Lake, are practi cally defenseless. rroerty to the value $4,000,000,000 would be ex posed to destruction in case of war with a naval power. Senator Dolph is on of those who wisely believe that the time lias not yet arrived when it is practicable to settle all national disputes by arbi tration, and that it is not safe to act upon the theory that we shall never again be involved in foreign war. Neither the history of our own country, he remarks, nor that of other nations gives promise of perpetual peace. He believes, also that the best means of preserving an honorable peace is preparation for war. The knowledge that an adversary is prepared to resent an insult or tate redress lor a wrong will make a nation careful to avoid cause for offense. While prepara tion for war might make us ten acioisJof our right it would make other nations more ready to accord them to us. A principal cause of congressional inaction in this mat ter of coast defenses has been the apathy of some of the representa tives in both branches of congress of the interior states. Senator Dolph very properly regards it as a mistake to suppose that every part of the Unien is not interested in this question. The injury caused by an attack upon any one of our great sea coast cities would not be merely local. They are the depots at which are stored the surplus products of human labor in almost every banch of industry. They are the termini of the great transpor tauon systems of the countrv. establish a mission enterprise in a neglected part of Chicago The carrying out of this bequest was committed to Mr. Phillip D. Armour, who although not a mem ber of any church, or even t. pro fessing Christian, has added to his deceased brother's benefaction the sum of $900,000 in the erection of a commodious building for the mission and another for an In dustrial Training Echool. Both! these structures are perfect in all their appointments, furnishing every facility and convenience for carrying on mission work. Over 2,000 persons of all ages age here under the instruction of faithful teachers in the Sunday school, the kindergarten and night schools, The purpose of Mr. Armour and the teachers who are engaged in this enterprise, is not to remove the scholars instructed from their present surroundings but lo lm prove their minds and brighten their lives in the homes where they reside. Mr. Aimour has built in a most substantial man ner a block of three-story build ings containing 139 flats, and the rents are all devoted to the sup port of the work of mission. This subject promises to have promi nence in the deliberation of the fifty-second congress, and it is reasonably to be expected that there will be much lei s opposition than heretofore to a liberal policy regarding coast defenses.
