With the abundance that is f.unl in every nook and corner in the land, and ieace and prosperity abounding, it if dillicult for the favored inhabitants of this land to realize that in any part of the world there should be want and destitution even to the full measure of starvation is the fact from Russia. First the exports of wheat from one province t another was for bidden, then an edict was issued forbidding the export of wheat to foreign countries. The New York World in reviewing the matter says that the edict will not help the Russian peasant or abate the horrrrs of the Russian famine. There is always famine somewhere in Russia, but this year it covers a tract of land longer than would be bounded by a line drawn from t'aje Cod to the Pacific and of half the average breadth of the United States. This vast territory is inhabited by 40,000,000 of peo ple, and, though one of the world, has this year less than hall the amount of food needed to support its population. By way of allevi ating the growing distress the Russian government forbade, some two months ago, the export of wheat from one province to an other. An embargo was in fact placed on the internal trade in the cereal which the Russian peasant farmer grows but does not con sume. To realize on such frag ments of a crop as he had the peasant was compelled to sell at Any prices he tould get from speculators who took the risk of defying the law, or rather who "stood in" with those charged with its execution. The ukase against foreign exportation will have a similar result. 1 he farmers who have any w teat to sell ill be worse off than before ; the vast majority who had none will be no better off, It is too late now to try to supply the lack of wheat for Heed, and it Las been in many cases a ghast'y farce to find sup plies of seed waiting for farmer who had neither horses to haul it nor strength enough to prepare for it.
