The self interest question applies to nations as well as individuals. What is for the benefit of self is a matter of lii st consideration, and is so made by an nndeviating law of nature. Every individual and every nation must of a necessity be governed by this law. Under the influence of such a motive, very often nations reach out in 1'nes that are peculiar and at eeenvng varience to former action. For instance it is now said in Yokohama that there is no hng;r any doubt in government circles there that England and China have formed a coalition against Russia. The recent movements of the Russians along the Co - nese frontier have created much e'.citement in Hong Kong, as has the iunherfact that Russia is about to establish a protectorate over Corea. It is thought in Yokohama that the Corean matter has hastened the ac.ion o! England and China more than the frontier troubles. The Japanese gove' nmeut is so tirmly convinced of Russia's designs upon Corea that it has ent two men-of- war there. The Chronicle is ot the ooinion that this news teems to be borne oat by the attitude of indifference which England maintains regard ing the assaults of the Chinese up on foreigners. It was stated recently from French eou-ces that England would not consent to join the other great powers in b mgmg the Chinese government to terms, and if the alliance wit China be a assured fact it would account for her reuisal.
