Mills bids fair to be realized by bis election to the speakership of the house of representatives of the coming congress. The drift seems to be setting in his direction with a good deal of force, judging from the reports received in New York, where the matter is regarded with much interest. Unless the indi cations are very deceptive Mills will have the backing of Grover Cleveland in his aspirations, the bargain probably being that Hills will reciprocate next year, or tooner if occasion offers. This may be inferred from the fact that Hills has abandoned his position ia favor of free coinage, and this was probably done at Cleveland's suggestion, he seeing that he and Mills could not pull together un less Mills would forego his ad' vocacy of silver. It may be that the pressure will be so strong as to force a free coinage bill through the house, and then Mills and bis friend Cleveland would be in a dilemma. All that can be said now is that neither of them wants the silver issue to be made in the Presidential campaign, and that Mills' election to the speakership will probably indicate that Cleve land will be permitted to have his way in the matter. It does not require a political prospect to discover that the frienda of Mi. Cleveland has out lined their plan of campaign. Where the democrats were victor ious in the recent campaign the tariff is put forward as the issue upon which they won, and the triumph of Boies in Iowa is the illustration given. Mills is to be thai candidate (or speaker of the next bouse of representatives, and his success is to be heralded of a a great Cleveland demoastratioa. A more satisfactory arrangement from a republican standpoint could scarcely be made; but un fortunately for Mr. Cleveland's prospects, the leaders among his opponents or, rather the master spirits in the democratic ranks, are not ba caught with chaff. The lesson of the recent election is perfectly clear to them. They know very well that Goernor Boies did not win on the tariff, and that if the tariff had been the main issue in Iowa he would have been defeated. He won on the liquor question, just as he had before been elected, and the liquor ques tion can cut no figure in a national contest between the two great parties. There is little doubt that the next presidential contest will be between the two enemies, Cleve land and Blaine. The preof of Blaine's exceeding popularity is everywhere. On no public occasion is his Dime mentioned without being greeted with storms of applause that dwarf all other manifestations of enthusiasm. His grand policy of American re ciprocityis hailed as the i ledge and assurance of increased com mercial prosperity in which New York mist have the largest share. His services as secretary of state have immeasurably increased his always xtrong hold on the affec tions of the masses, and the distinctive lines of his administra tion of our foreign affairs have been such as to appeal most directly and forcibly to the great trading as well as manufacturing regions of our northeastern coast. For New York, James (i. lilaine is therefore beyond comparison the strongest republican nominee, and with the tariff the ivsue there is little room for doubt as to th Colorado desert it will have done a good work. The government should also put a stop to the burning of a dead man's property, which is an established c.istom of the Yuma. Its effect is to prevent all thrift, for there is no incentive to gathering wealth in stock or other property if anything is to go up in smoke when the dead man is cremated. WK HAVE NOT AN The Chinese question continues to he a prominent and a difficult one. The Chronicle says that there is no doubt of the wholesale i smuggling of Chinese into this country across the northern bor der. N ratc h can be kept over a boundary uie that is upward of 4000 milaf41ength. The Mongo lian who can enter the British Dominion for $50 increases his value 50 per cent when be gets across the line into the United States. Of the thousands that land every year at Vancouver three quarters find their way into this country before three months are gone. Thus, while the restriction act is enforced here, the far Western States are constantly receiving additions to their coolie population. ELEPHANT ON OUR HANDS,!
