It is the foundation of our pros perity, and the preservation of our ! lilierties. The appreciation of our schools ia becoming worM wide. The nation nuwr supports not only j rimary schools, free to all, but secondary and normal schools, and universities. And in every depart ment the children of all mingle together; there is no discrimina tion as to sex, no distinction as to das, l'erhaps the explanation i this socialistic side of American life is merely the working out of that first law of natiri se'f preservation. Convince the most logical of individualists that such and such a line of actio, t id abso lutely necessary fur the continu ance of his existence, and he will appeal to the strong arm of the law for protection. The American believes in the absolute nte-ssi'y of the citizen leinu educated if the. republic is to continue; and si he determines that the state must take this vital matter in hand. The sentiment expresses by old Chancellor Kent, that "'the p.irent who semis his son into work un educated defrauds the I'oiutn'inity of a youthful citizen, and be queaths to it a nuisance." is a widespread sentiment mi t lie United States. It is this b. '.ief in the value of education which differentiates the American from the English attitude on school questions. Although it is not correct to say that America has had free schools from colonial times, it is true that it inherited from the Pilgrim Fathers a deep, almost religious, conviction of the neccessity of school training. This respect for education wa- indeed an essential element of Puritan ism; for the Puritan were disci ples of Luther, and th-j g!eat protestant, let us not for-ji-t, coun sels parents that ii they must choose between sending their children to church or sclio-l. to neglect the kirk and patrouiA- the school-house. That education was part uf the religion of colonial d iys, we M-e iy the iitiaint preamble to the tir-t law passed in Massachusetts on the subject, in which statute schooling is eaid to be advisable "in order to defeat the chief pro ject of that old deluder, Satan." It is an indication of their sincere earnestness that the colonies were so early ready to expend large sums on education. Only ei years after the fir.-t settlement of ISoeton, A00 was appropriated to found a co'lege. This amount w as more than the entire sum received from taxes in the colony. And after the Revolution and the war of 1312, although the states were bankrupt, jet to the question. "What can be d ne to strengthen the republic?" came the unhesita ting reply on all sides. "iive the citizens intelligence,'' and so the legislatures hat eful!y went to work 10 ensure an educated population. The growth of state regulation in school matters has been steadily progres sive.
