The following from the Chronicle is of worth for consideration, coupled with the fact that goods of the ind named are better and cheaper in our arkets here than ever be fore. 'The exports lrom Bradford, England, to the United States are constantly declining. Bradford is the seat of a large worsted indus try, whose principal products have heretofore been exported to the United States. The fact that its business is declining is worth noting, because it conclusively demonstrates that the McKinley bill has done what was expected of it. It has given an impetus to the manufacture of worsted in the United State9, nearly aH of the demand being now supplied from! this count y. But the chief thing to be commented on in connection with the decline is the fact that Bradford finds it impossible to open new markets. Perhaps the weavers of that town will now awaken to the fact th.it the free traders are lying when they inti mate that (he markets of the world are illimitable. The free traders in this country, too, may earn froui Bradford's experience that if we wish to build up a worsted industry of our own we cannot do so by turning over the home market to English manu facturers and Fcouring the wo.-ld for new markets. Mr. Mills, says that we can, but Bradford's exoer ience proves that we cannot." TtiE Clu'iana seem to hare a grudge against t!i;a co" it y, and show it out on evety occasion tUey can by acts of petty vio'enceagswist citizens. The limit of forbear ance with such operations w'.'l bo met 'roe be passed, when that cjuntry will hear something d:op that will conv uce them that they had better have cn'tivated a friend rather than a foe. Ml EltB TO REFORM. In the consideration of ojr gov ernmental affairs, the people cf the country have long felt that the npper house of congress needed some changes. They have repeat edly given expression to what those changes should be, by oil ing for a change in the coustiiu tun whereby the senators should be chosen by a direct vote of the ptop'e end not selected by the btate legislai'-e. Several newspape. s of the coun try perceiving the call of the pto pie for a change in senatorial matters, have taken up the sub ject, and apparently with malice aforethought, are leading the ru-.l-ter into paths that are not only useless but positively detrimental. They attack the piesent represen tation in the senate, a point that no thoughtful citizen wishes to! meddle with or see distiubed. Notable among these paiei8 are tha Detroit Free Press and he Chicago Tribune. In distinction to the position taken by these papers, is that as sumed by the Chronicle when it says that it seems a little singular that any well iufoiuied newspaper can ignore the fundamental idea upon which the American republic is based, namely, that it is aun;on not only of the people of the sev eral states, but of the states them selves in their individual and cor porate capacity. It is absolutely essential to the federal idea that the states, as states, be put upon a perfect equal ;ty somewhere in the framework of the government, and the provision which secured representation in ine senate uas . to the ta8te ar)d abeoiuteiy ilarm. been deemed by writers and com-! less. Trices always the lowest. lition one of the wisest parts of that reinrLable instrument. History teaches us. and every schoolboy knows, that the consti tution cor Id never Lave been adopted had not the states been P'it op on a perfect equality in the senate. The house oi representa tive, with much propriety, was regulated in proportion to the population, for it repiesented the people in mass, and numbers were piomptly made 'o control ; but the senate, which represents the states, could have been framed on no other basis than by giving equal representation to evety state. Ttie argument of the journals retVred to seems '. pioceed upon the theory that the civil war was a complete extinguishmen of rt.ites' rights, but it hr.rdly requires a rttu ment to establish the entire incorrectness of such a theory. The fourteenth and fifteenth amenoments to the constitution, which may the properly regarded as expressive of the derision reached by the civL war, refer in the most iiDaisiakr.b!e terms to the rights, poe s and duties of the states as distinguished fiom those of the United States, and are a clear and distinct recognition of the jowe-s reserved to the states by the tenth amendment But independent of the ltgil ligois oi me states to equal rep resentation in the senate there is every reason why the present system should be maintained upon the ground of public interest and advantage. The senate 13 natural ly and necessarily a more conver vative body than the house of representatives, and arts as a balance-wheel to keep the ma chinery Oi the government : mining smoothly and stead'dy. It is not a perfect institution either in its parsonnsl or in its methods of conducting its busies, but it is a power fol rbeek on t'ie house of representatives and at .ones on the executive.
