Tin rapacity of nations to ex tend their boundaries by acquiring dominion over other countries, till continues to manipulate geographical boundaries. The two nations which seem to have the greatest amount of aggressive ness in this direction now are the English and Russian. The scheme of linding a North west passage to the East Indies, and China from Europe, which gave the incentive to the many arctic explorations, seems now to have been practically tolved, but the passage is by rail across the North American continent. .The Railroad Gazette says that mail bags from Japan arrived in New York on Wednesday, September 2, which left Yokohama by the "Empress of Japan" August 19, thus making an un precedent record. By the enterprise of the Canadian Pacific iu running a special train across the continent the time for a letter from Yoko hama to London is reduced to to about 21 days, the Atlantic steamer, "City of New York," having waited ten minutes and started from New Yoik for (jueens- town within 27 minutes after the arrival of the special train at the grand central station. Tits tariff matters receive some attention in the line of truth and veracity even fiom mugwump nources.
