Colonel Woodard recently related a conversation he had with James i. Blaine, as long ago as 18G7, in which the man from Maine, out lined the idea of a transconti nental railroad as a means of breaking up the solid south, which had not been fully restored to a position to become solid. At that time Mr. Blaine said such a railroad from Charleston, through the Southern States to Sail Diego, would not cost the public over 50,000,lHk), and that the expendi ture of this amount would estore business activity throughout the south, leaving a work of perma nent value to the people and one which would develop their coun try, stop the internal dissensions between the races and eventually work out a eaceful resolution of many of the vexing proolems growing out of the war and recon struction. Colonel Woodard asked Mr. Blaine why military recon struction of the Southern States might not l e continued 'and re ceived the reply that it never could be a success, but when asked why he did net oppose it responded that he was too small a quantity to set himself up in opposition to his party. Following this line of t:ilk he told Colonel Woodard that ho believed that military recon struction would result iu placing the political power of the recon structed states in the hands of the former insurgents after they bad come to feel that they had a serious grievance against the peo ple of the loyal states for the mili tary rule following the war, and ! he cited the expeiienca of Crom well and his eleven military dis tricts, which proved evanescent when the soldiers were with drawn, to sho at that he had pre cedents for his predictions. Said Colonel Woodard ;"I relate these things now to show how time has demonstrated that Mr. Blaine was a seer as to the results that were likely to follow military recon struction iu the South. He is a prophet in statesmanship.'' Ciiaxgixo the climate seems O have been actually accomplished I in Southern Caliiornia. The creation of Salton lake, by the new channel of tbe Colorado liver pouring its waters into that torrid basin has brought about that effect. The Chionicle says that from all that can be learned the lake seems destined to become permanent. The Colorado river continues to pour into it through several channels, while the heavy evaporation appears to be nearly, if not quite, counterbalanced b the immense precipitation of rain from tbe overcharged clouds. That these heavy rainstorms will be come a permanent feature of the summer climate of that part of the state necessarily follows. The changes that will thus be created in all branches of rural industry will be almost revolutionary. Whether those changes will be for the better remains to be seen. The remark has often been made that all that was needed to make California's summers perfectly delightful was an occasional shower to lay the dust and freshen the foliage of tree and shrub. Evidently the southern part of the state is to have an opportun ity for testing this idea, and the outcome a ill be watched with in terest. Tub legitimate reduction of the treasury surplus, by the liquida tion of the national debt, is exactly what the people want to see, but ita attainment is never admitted by the opposer of the present ad ministration. The Chronicle calls attention to it by remarking that the Fresno Expositor says when the democratic president went out of office he left an available sur plus of $72,000,000. If the repub lican president had imitated Cleve land U e surplus would have been thrice seventy-two millions, but Harrison's administration pre ferred following the precedent set by other republican administra tions and paid of the bonded in debtedness of the United States. If the editor of the Expositor will take a look at the records he will see that on the let, of March, 1881), our interest-paying debt was $844,100,220, while on July 31, 1891, it was was only $010,529,420 a reduction of $233,576,800. This explains the diminution of the surplus, and likewise furnishes a graphic idea of republican ex travagance.
