It is a fact patent to all who ob serve matters closely that human beings adopt the most absurd theories and stick to them with the most tenacious energy. Yet experience and investigation will ipiickly convince them different if il was made. A New Orleans Catholic paper lias been studying up the matter of climate and energy and thinks that it is curi ous how whole populations of in telligent people jump at conclu sions tht are flattering to them selves while utterly in contradic tion of the best established historical facts. One of the most widely accepted of these pieces of nonsense is the dictum tiiat human energy is affected by climate. Now the fact is that human energy has reached its fullest development in every kind of climate and in every latitude except the frigid zone. The equatorial regions fur nish us with the history of Carth age and Kgypt, the heated lati tudes give us Tyre and Sidon, Troy and Babylon. Then, in those latitudes which are now sneered at as effeminate and enervating we have the unequalled science of Greece and the matchless mastery of Home. But, nonsense, say our theorists, do you not see with your own eyes that people wlil not work at the South, while they will at t'ue North? Is not that the effect of climate? Is not that bet ter than history? On the con trary, we find that in our southern Btatss an extraordinary amount ol energy has developed since the war. We find that a population which under former conditions was charged with indolence and negligence is under the new con ditions credited with an energy and an enterprise that have re deemed its country from the deso lation of ruin and brought it to the front of progress and prosper ity. Then look abroad. In the very same line of climate, every where, you will rind the two ex tremes of industry and indolence. The Southern Chinamen, Siamese, East Indian, Egyptian, is labor ious and industrious; the West Indian and Central American re fuses to work. , . . . The hardy, industrious, persevering enterprising highlander of Scot land, the Swede, the Norweigian enjoy about the same icy surround ings as the lay Esquimau who hibernates like a bear. What then, is the explanation of this vastly varying experience of hu man energy that infuses one gen eration with enterprise and industry, while leavin ' another in .xthe disgraceful fet:er of cloth and indifference? Why, it is simply motive. The motive makes the man, and the population is the repetition of the man. The great esi oi au numan motive power is hunger; the next is ambition Hunger does not move West In dian or the Central American be cause the fruits of nature are for him both plentiful and free. The climate exempts him from the necessity of roof or clothing, while the wild banana forest geuerally feeds him and bis family. He knows no other needs and does not comprehend the philosophy of making himself tired. But if some American natives were trans ported to Siatn or China, where every inch of land is under fence at a high rent, where nature is in slavery and where food implies in cessant labor, he would sson find himself working as hard as hid neighbors. Contrast the ancient Roman and the modern. The former was eoasumed with the fires of ambition. Conquest and mastery were his dream day and night. There could be no rest, no repose while something re mained to be conquered ; no dan ger, no bodily labor, no intellect ual train training was avoided that might help to the coveted end. But such tires burn out; modern Koine is but the acorhe of the ancient volcano. Is all this cli mate? Would Vensuyir.sbe more active at the North Bole. The open folly of segregating territory from one country and an nexing it to another, among the contiguous European countries, is illustrated in the Alsace-Lorraine gobble up by the Germans from the French. Those provinces had so long been a part of the French nation that in every respect they were French and can not be made to assimilate with the Germans. The Chronicle per tinently remarks that twenty yeats have rolled by since the absorp tion of Alsace-Lorraine by Ger many, but the people of ttie two provinces are still unreconciled to their fate. About 7000 are yearly leaving for France and carrying with them the portable wealth of the country. The German politi cal economists have again been invited to study the problem and will probably recommend new remedies for the trouble, which, in alt liklihood, can only be healed by restoring Alsace-Lorraine to France. It seems that the Lieutenant Governor of Nebraska got back to Lincoln just in time to prevent the president of the senate from as suming the reins of government. The governor has gone to the Grand Army re-union at Chicago and the Lieutenant-Governor bad gone outside the stat,e so the presi dent of the senate had apparently a legal claim to the office. S.
