The railroad commissioners to day addressed to the Southern Pacific the reports of their find in :s in their freight rates, sub stantially as in these dispatches last night, lhe report goes to tne company to-dav. the sumnaar ucd report prescribes that at i da not later than September 1 the Southern Pacific will cancel and an mil all rates, orders, taritfs classifications, etc,, now in force on their lines in Oregon, contrary to the rates as revised and modi fied bv the board. There is a hor izontal reduction of ten per cent. on wheat rates and an average of 1-5 per cent, on Oregon products, such as lumber, green fruit, vege tables, etc. . lhe new rate on main, lloor. etc. : Albany to Portland, nine cents per hundred pounds in car loads ; cattle, hogs and sheep per car, $28 ; horses per car, $:'.(;. From Con stantinople comes the news that the Princess Zekia, favorite daugh ter of the sultan and wife of Nouredden, is sick with a probably fatal disorder. The sultan is in consolable, and has news brought him every hour of his daughter's conditiou. The sultan i deeply attached to Zekia. Her mo'li.'i was an Anatolian, and one of h most beautiful women ev- brought info Ctnstantinopl Abilul llamid, then not on tie- throne, bought her from a dealc. in female slaves, and he became so attached to her that he neglect ed all his other wives. She died no! long after the birth of Zekia, and for many days aftr her death Abdul llamid remained as silent as a statue, barely eating enough to maintain life, and indifferent to all the world. It was thought for a time that his reason wasatfected. He recovered, and Zekia became the apple of his eye. In order to have her near b.m after her mar riage, he appointed Nouredden to duty at the palacu. It is hoped the young woman will recover. England's Political Leaders. Lonpox, Aug. 12 Sir William Harcourt now tills the second place on the opposition side, and has decidedly established a claim to eucceed Gladstone in the leader ship, the nance of Morley having been utte. ly extinguished. The most notable event on the opposi tion side, however, was the radical revolt against Lord Roseoerry's intended leadership in the lords, which has been kept wonderfully quiet. This unexpected move kas been quite successful, and Lord Granville's place is now filled by Lord Kimberly, with whom the radicals and Sir William Harcourt will co-operate with much more cordiality and thoroughness than they would have done with lord Roseberry, whose paramount and absorbing interest in political life is to find himself again at the for eign office. SUICIDE BY AMMONIA. The Terrible Agony Does Prevent its Cue. Not No poison brings death with more maddening agony than ammonia, but that fact does not seem to discourage the suicide. The man Harrowitz, who deliber ately swallowed a fatal dose ot the drug in Xew York recently, is only one of the many who have gone the ammonia route to death in spite of the excruciating pain. Dr. Blyth has recorded thirty cases ot aniiu nia poisoning in the small London district of which he is health officer; Professor Mitchell mentions twenty-two cases, and four have occurred during the short time Dr. Jenkins has been connected with the corner's otlice in New York. Cases of slow poisoning from ammonia are of constant occur rence among men who work in its manufacture, or even in decom posing substances, wmcn give it off in considerable quantities Ammonia, slowly and froai day to day taken into the system, causes the complexion to lose its fresh ness, and the skin of men who get heavily impregnated with it has a disagreeably blotched and discolored appearence. Taken into the stomach from day to day in even the small qualities used to adulterate food, such as baking powder, it not only injures the complexion but attacks the lining of the stomach, and is the source of much general ill health. The recent rapid increase in the use ot ammonia tor various pur poses, and the consequent increase in its manufacture, have made it one of the most easily obtained poisons and although everybody is familiar with it iu some form, there is a surprising amount of ignorance of its dangeious qtiali ties. Its use as an adulterant in any food preparation is simply a crime, and as a crime should ha punished. WUIITIEU'S LIFE. DlfUcuHles Encountered In Writ lug a Biography. Banuor, Me., 12. S. T. Pickard. editor of the Portland Transcript, whose wife is a niece of John G. Whit tier, is preparing a biography of the OjiaKer poet, with the con sen tind assistance of the latter. The assistance is of doubtful value, however, Whittier's ex treme indifferencj and excessive modesty being great obstacles to progress. No sooner is he led to reveal, by the most adroit ques tioning, something of interest re garding his early life and subse quent career, than he interposes a gentle remonstrance, as: "But J would not mention that if 1 were thee," or. "that is of no import ance I think," and so the biogra pher's task is not an easy one. lhe poet is spending the month of Auuust at his favorite resort in the White mountains, as he has al ways done in recent years when able to leave home. The Liberals are Angry. Lospox, Aug. 12. Mr. Parr.eli is said to have spoken favorably of John Dillon's speech, in w hich lie out lined the iiolicy to be pur sued by the Irsh party toward the h-nglish liberals. On the other hand the liberals are angry. Thev claim that Dillon went out of his way to cast suspicion on the mo tives and aims of the liberal party, and that ins purpose was to in duce Parnell to accept him as the Irish leader. hile the sentiment of the large majority of the Irish members of parliament is for Dillon, there is a stiong undercur rent against him, especially among h i clergy, who are stid to con fer him too independent of the hurcb. Ni:VT MINEKAL DlSCOVLl'.ED. It is Claimed to be the Most Perfect Insulator yet Found. A new Mineral which has re cently been discoveied in Texas is causing a considerable defcrte ol interest, which is manifested throughout the stale. An investi gation of it is being made and great results are expected. Its substance resembles asphalt and it is said to be unaffected by water heat, acid or alkalies, and it is claimed to be the most pel feci insulator yet discoveied. Numer ous tests have been maile. It is found that the action of salt water and heat has no effect on it. Professor Hamilton, theelect:i.:ian of the Western Electric Company at Austine, certifies that under the tests excuted in the most ex haustive manner, a wire prepared with a covering of the material showed a risistance of over 7030 ohms per mile. This is said to be seven fold the resistance offered by any other wire. There is also said to be practically no l.imt iu the state to the supply of this strange mineral, which is found in yeins ranging in depth from two to forty feet. The world of science and mechanical industry will await with interest a futher investiga tion, which is needed to prove the utility of the new discovery be yond peiadventure. Tillmook Bay. Watchtower : Str. Gen. Wright was in last week, for the purpose of surveying the Xehalem bar. U. 3. Engineer, Savage did the job in short order and then pulled out for other quarters, considering that the Str. Polar Bear crossed in over the bar September 10th 1888 drawing 8 l.i feet, deserves a liberal appropriation from the govern ment, for in a report nade by Willard Young Captain of Engi neers U. S. A. States that one of the largest and finest bodies of timber in Oregon lies along and tributary to the Xehalem river as well as a most excellent body of agricultural land. THE HUNGRY ELAMES Oregon's Metropolis Visited by a $120,000 Fire. YVOKK OF AN INCENDIARY, Kelly, Dunne & Co. anil Zau Bros. the Principal Losers St. Vin cent's Hospital Esiaped. Poutlaxd, Aug. 12. Fire broke out at 5:15 o'clock this morning in the one-story wooden warehouse, at the southwest cor ner of Twelfth and K, owned by Kelly, Dunne & Co., and contain ing lubricating and paint oils. Owing to the inflammable con tents of the building nearly all being oil the fire seemed to be all over it in a few seconds after first discovered, and before any alarm was given. Dense volumes of thick, black smoke rose rapidly, there being no wind at the time. The flames leaped up high and raged with great fierceness, mak ing an intense heat, and threaten ing with destruction the five houses in the rear, fronting on Thirteenth street and extending from J to K. Before the engines arrived sev eral other buildings were on fire. At 8 : 20 a. m. there were thous ands of persons in the vicinity of the fire, and the engines were hard at work trying to extinguish the burning oil in the ruins of the first warehouse. Suddenly loud shouts were heard and flames were seen breaking through the roof of the high wooden building on the southwest confer of Eleventh and L, and the cry of "The broom fac tory is on fire, rang out with startling clearness. It alarmed all, for the building is very high was full of dry material, and manv houses are in its immediate vicin- itv. It was occupied for the man u facture of brooms by Zan Bros., ceiuman & cole, and Known as the Sunset Broom Factory. The building was of wood, three etories high, w ith a large one-story addi tion the same length and about as wide. The tire in the factory spread rapidly, and there seemed no pros pect that the department could subdue it. it was a total loss, though no other buildings were burned Large quantities of broom corn in I oales were in the factory, and these burned with great jiersis- tency. Oil from the burned ware house llowed through the gutters along the street beside the factory, making the danger of still more widespread fire quite imminent, nly one block from the factory stands the St. Vincent hospital, on the noi th west corner ot Elev enth and .M. litis was also in danger, for the roof was very hot and the air full of sparks. Wet blankets were spread on the roof and water used freely, so that it did not ignite. This would have been a fearful calamity, as it contains over 150 patients, about one-third of whom are perfectly helpless. Fvery pre caution was taken, for stretchers were in readiness, and a number of carriages ordered in case the inmates would have to be re moved. Some scoundrel had dipped up oil from the gutters mid poured it over the wood and side walk by the hospital. Had he been discovered the citizens would have made quick work in diepos- ng of hiin. The losses and insurance as near as can be ascertained are: Kelly. Dunne A Co. sav that they had an insurance of $24,000 on the burnt warehouse and con tents. On the double warehouse, which was first burned, and which contained oil mostly, the insur ance was $18,500. Ou the single warehouse opjosite, which con tained points, the insurance was $5500. They estimate their total loss about $;",000, or $15,000 more than the insurance. L. P. W. Ouimby'e barn was worth $800 ; insured for $500. His horses, harness and carriages were saved, but about $200 worth of hay and eiain mostly the latter was lost and on this there was no in surance. His house is scorched, the damage being mostly to the paint. Mr. Jlann, corner ihird and Lincoln, owned the four houses on Thirteenth, Nob. 183, 190, 192, 194, and was insured. His loss on these will be about $800. M. Swenson resided at 188, and is damaged slightly by removal of Kocds. No. 190 was occupied Dy John t. Merrill on the first floor and Hart ley Morgan in the chambers. The former lost considerable by the damage to goods and was insured. No. 192 was occupied by Gereon Katan, who kept a large stock of gents' furnishing goods and was lully insured. No. 194 is the corner house, oc cupied by William Wiuckler, who had no insurance. All these five families had but little loss, caused principally by the removal ol goods. The ukase forbidding export from Russia of rye and rye meal of every kind aud brand, which was published in the official journal at St.Peters burg yesterday, has created an enormous sensation in this city. The ukase came as a complete surprise to the dealers in grain here. There is some difference in the dispatches in regard to the date on which the prohibition will go into effect. Several early dis patches yesterday stated the ukase would go into effect immediately, while late telegrams announced it would not be enforced until Au gust 27. This affords great relief. The influence of this action on the part of the Russian govern ment was immediately felt on the bourse here, and the effect was to generally depress prices, although values did not la.i as low as n was expected, they would, as aaany leading bankers Had received secret advices as to the probable promulgation of the decree. One effect of tha ukase has been to raise the price of rye almost to the price of wheat. Chancellor V on Capri vi is deal to all appeals made to him to re move the grain duties. The Eng lish newspaper press is much dis turbed over the announcement that the Russian government has decided to prohibit the export of rye. The general feeling is that although Great Britain will not be affected to such an extent as Ger many and Austria, she will in evitably suffer to a great degree from the prohibition. The Daily News this morning, commenting on the action of Russia prohibiting the export of rye, says it is reassuring to learn that the crops promise to yield an exceptionally large harvest. The farmers of America, the paper de clares, are masters of the situa tion, and it is hoped they will use their strength mercifully. For several weeks past Tommy Warren the champion leather-weight pug ilist of the world, has been in this city, the guest of Mike Haley. lesterday Mr. limey received a. telegram from Charles Noel, presi dent of the Olympic Club of New Orleans, stating that his club will offer a purse of $2000 for a fight to a finish ltween Tommy Warren and Cal. McCarthy. The fight is to take place on September 15th. Mr. Haley has telegraphed Presi dent Noel accepting the offer on behalf of Warren, who will com mence training at once in this city. Early yes terday morning a boat was dis covered floating on Redland lake, about four miles from Nyack, by Louis Williams. In it lav Marv Heinich, unconscious and bearinz all the indications of having been outraged. The girl was a servant employed by Mrs. Schiller whose house is situated near the lake. The boat had been hired Friday evening, and it is thought the girl has .floated about the lake in a state of insensibility since that time. The woman is still un conscious and will piobably die. Dr. Liadsey Dead. Portland, Aug. 13. Rev. Dr. A. L. Lindsey died at 1 o'clock this morning without regaing con sciousness.
