Sheriff Scott Arrests a Kan for a Crime CommttUd in Noth Ciroiioi. Sheritr Matt Scott increased his 1 auk account 100 yesterday in a very short space of time. He ar rested an cscaied murderer, for whom the above reward- was offered. The following telegram was re ceived by Sheriff Scott : Cwc.Uio, July ot), lS'.U. 1). A. McDougall, alias Jones, is wanted at ljiurtiiburgh, North Carolina, for the murder of Simon Conoly, committed April 21, lS'.Vl. The authorities at Laurmbnrgh offer a reward of f00 for his ar rest and detention until papers arrive for his extradition. Mc Dougall is said to uenow at Spicer, Linn county, Oregon, going under the name of D. II. McLaurin. His description is 33 years old, 5 feet 10 inches high, light hair and heavy sandy moustache. Since his departure ho has dyed his hair black and shaved oil' his mous tache. Gray eyes and complexion light; reasonable weight, 100 pounds, rather medium or spare, straight nose with slarp point; face rather narrow ; joints of the feet where the big toes join are unmistakably large, and shoes are made to fit these joints. Will write you enclosing photos and certified copy of indictment, upon which you can arrest him and then communicate with the authorities at Laurmbnrgh, N. C. W. A. l'l.NKERTOX. Sher'.ff Scott went to Spicer yesterday morning after the fugi tive from justice. Mr. Scott was standing in the store at that place, when the man came in and prociptly arrested him. lie made no resistance, but seemed greatly surprised and was visibly affected. He had been working on a work train on the Oregonian railroad, shoveling gravel. He was brought to Albany and placed in the coun ty jail, where ho will await the arrival of the proper authorities from North Carolina to take him back to the scene of the murder and a trial to decide whether or not the deadly noose will encircle ids neck. In a conversation with the sherilf in his cell at the jail Mc Dougall said, after reading the dispatch, "You may tell them to come after me, the description it correct." He has completely broke down since his incarcera tion. Letters found on his person from his brother indicate that he was a well-to-do and respected citizen. D. M. Hastings and L. H. Montaeye have purchased the right for the Cleveland patent wagon and buggy hub for Oregon, Montana, Idaho and Nevada. It is a new thing and is pronounced the best invention of the kind ever made, being absolutely dust and water proof when placed upon a true spindle. It can be adjusted to every kind of wagon, huggy, cart or other vehicle, and its makeis guarantee that when used a vehicle will run 000 miles without oiling. These gentlemen will sell county rights and put the invention u;n buggies and wagons in this citv. It can be seen at Mr. Montanve's law office. A Correction, An item in you paper recently about the north bound freight breaking the trestle down at Harrisburg last week, is a false report. H Talks Concerning Early Days, Rivr Trausportatlon and Other Matters Mr. Ashbv Pearce, of this city, one of Oregen's earliest pioneers, in a recent interview with the Corvallis Gazette man, talked about river tratlic and the early history of this portion of Oregon, lie said that the istory of early days certainly demonntrnte8 that "competition is the life of trade." Therefore the combined elforts of the residents of the Willamette valley shou'd bo turned toward the improvementof the Willamette river so as to make river trans portation possible the whole year round, for the navigation of this river was the means of the first redu-tion in freight rates and is yet the means of making trans poitation between here and Port land much cheaper than they would other wise be. Mr. Pierce was born in llarri 8 n county, Indiana, in 1,-iL'l, and afterward be removed with his parents to Knox "county, 111. In March 1847, he joined Nathanual Brown's train and started for Oregon ; arriving ia Oregon City in the same year. In 1847 he came to Benton County and locat ed on the farm now owned by Caleb Davis, which is some five miles west of this city. He re mained until the year 1840, when he went to California in search of gold. He did not remain there but a very short time however, when he rejjirued to Linn county and commenced selling goods for Layton Bros., who were then lo cated in the first frame building ever erected in Albany, and which was 10x10 feet. At that time Corvallis had never been thought of. In August of the same year he became engaged as clerk for the firm of Hill A Hastings, who were then running a store in a log cabin about one mile below where the town of Jeffer son now stands, on the Santiam rivet. In those davs all the goods, were hauled from Portland with ox teams at a rate of $100 per ton, and in order to get this rate it was necessary to fur nisn tne teams witn a load on their return trip, and the modest little sum ot $z per bushel was charged for hiuling potatoes from Syracuse to Oregon City, a dis tancc of 05 miles. In September, ISol, Mr. fierce returned to Al Uany and bought out the store then owned bv J. M. McConnell. Intlie fall of this year the steamer uanneman began to navigate tne river. This was the first steamer to'make the vovage up the river, and with this commenced the re duction in freight rates. The first freight hauled by the Cannemah from 1'ortland to Albany was charged for at the rate of $00 per ton. This w as a reduction of HO per ton over the ox" team freight line and the residents in the valley began 'to look for better times. Other boats were finally put on the river so that in a lew years the competition between the boats brought freight down until during the year 1870, by having goads shipped in large lots, it was shipped tor $t per ton Then came another competing- line; the O. & V. railroad was built up the valley and freight was then carried as low as $3 and $4 per ton, and it kept coming down step by step until during the eighties it was carried as low as $1 50 and $2 per ton. . The contrast between the prices paid then and those paid at the present time is certainly wonder ful and should furnish conclusive evidence that the more competi tion there is in transportation the better it is for the public in gen eral. In speaking of the rules of credit in the early days Mr. Pierce said: "the people in the valley were very poor and needy and my 'bosses' instructed me to credit all and refuse credit to none. In compliance with this order I trusted a small band of Humpquah Indians, who informed me through their interpreter that they would pay for the same 'in three moons,' and thus they did like men." Several huge special trains are required to trans port this enormous melange of wonder and fun, and how so much can be exhibited for the one price ot admission, is a conundrum we shall not attempt to answer.
