only deal with the legal aspect of
labor troubles; public opinion,
however, will deal with the moral
aspect.

middleman. The middleman buys
butter by the pound and sells "it
by the roll, so be makes a clear
prolit on the short weight. When
a dealer handles several tons of
butler a day this shortage makes
a large item, for on eticii roll he
will make from eig'it to ten cents,
or at least $100 on every ton. The

county court of Marion county to
day pgn;fcd to invite tlie-xunty
court of Linn county to join them
in a visit to Mill City, on the 24th,
to view the Eite of a proposed
bridge across the main north fork
of the Santiam river.
At Marion, this morning, there
was war among the Chinese sec
tion hands. It was a new crew,
and early this morning, before
they were dressed, the scrap coin-ine-ieed,
being over money. Ah
Pow is in jail here, be having
done the rh oting. He succeeded
in shooting one countryman twice
and another once. Both were badly
wounded.
Superintendent Downing, of the
state penitentiary, this morning
made a report for the quarter end
ing June 30. During the quarter
the expenditures were f 9,470.24 ;
earnings, $7,413.27, and receipts,
$3(i.8o. The nn ruber of convicts
at the close of the quarter was
,"!H, being an increase since Janu
ary 1 of 33. The receipts were
greater by $2,500 than during the
previous quarter. Of convicts, 34
are sick or decrepid; 43 unem
ployed, and 224 employed in the
Northwestern foundry at 40 cents
per day.
The county court to-day granted
to J. II. Albert and associates the
right of way for a street railway
from the terminus of the present
line, on. Twelfth street, on that
street and Electric avenue, to
Rural cemetery. The conditions
are that the road be commenced
in six months and cars running in
a year.

day. Mr. Kyan says he has turned
over all his assets. To explain
where the money went to, he says

appraisement of the estate of tiie

estate is estimated to le worth
$8,788,000. About $6,000,000 of

mining stocks. Real estate in
San Francisco and various parts of
California aggregate about $1,

office department is about to have
a cyclonic reorganization. In the
first place.and most unexpectedly,
he appointment division will be
taken from the office of the first
assistant postmaster-general, and
delivered over bodily to the fourth
assistant, whose office was created
by a law to take effect July 1. The
first assistant postmaster-general
must cease to be the head- man.
He must be acting nost master
general a great d-al of lie time.
He must be able t . receive the

and must have authority to a' tend
to his business. In order to do
this he must be Iree from the
drudgery and toil of examining
fourth-class postomce cases tor ap

it grows in extent grows in troublo
rattier than in grace. The chief
clerk of the department will report
to the first assistant on matters of
department "business instead of

master-general with matters of
petty detail. Other changes will
occur in the offices of the second
and third assistants, which, taken
as a whole, will make an almost
entirely new department of this
executive branch of the govern
ment.
Desperate Fight With a Murderer.
Little Rock, Ark.. July 11.
Nimrod Shephard, who murdered
two men recently, and who es
caped from the liellevue jail Ved
needay night, was captured twelve
miles lroia West Fork, on the
White river. He had taken refute
in a cave and the posse had a des
perate struggle before caDturimr
him. He was armed with a Win
chester title. The pursuers finally
filled the cave entrance with wcod

more dead than alive, having been
wounded in two or ihree places.
One of the posse is reported to be
mortally and two others seriously
