The New York Tribune says: "The speculation which has hitherto been indulged in as to w hether or not the Czar had any cognizance of'the cruelties which are being inflicted in his name upon his o.OOO.OOO Jew ish subjects is now at an end. Alexander III accepts . the responsibility for the barbar ous treatment to wh'ch tliev have been subject, and publicly pro-! claims that he is determined t continue resolutely "to the en'i" the policy uou which he hail en tered with a view to the solution oi the Jewish difficulty. He de clares that the Jews have them selves forced that policy upon him by their conduct, and adds thai "there has never been a single Nihilist plot in which the Jews have not been concerned, and that it is they who have been most actively engaged in the propaga tion of subversive movements." That the Jews as individuals have beea largely identilied with Nihilism and other revolutionary movements is undoubtedly true. Rut the fault lies at the doors of the Russian government in gen eral and at that of the Czar in particular. When' the late Em peror first inaugurated tl at era of enlightenment, progress and liberty, which he subsequently regretted and modified, the most extraordinary facilities were ac coided in the direction of popular instruction. Among those to take advantage thereof were Jews whose superior intelligence en abled them to derive far greater benefits from the educational favors accorded by the gove nmenl than the ordinary Russian ruoujik or tradesman. Unfortunately, howevei, all the principal profes sions and occupations for which their studies had fitted the gradu ates of the universities and col leges remained closed to members of the Hebrew race. The latter are excluded from the government service, which is the Alpha and the Omega of everything in Rus sia, and hindered from pursuing any career In which their educa tional attainments would enable them to rise in life. Nor has the government ever attempted in any way to remedy this state of affairs, and to open up new Gelds for their enterprise, industry and intelli gence. On the contrary, each year brings with it some fresh ukase restricting the number of occupations open to members of the Hebrew race. The conse quence is that every Muscovite city and town is thronged with numbers of highly educated and clever Jews, who, being unable lo j secure any employment or liveli hood in keeping with the superior character of their att tiiiments, lead a hand-to-month existence. Rendered desperate by starvation, by the utter hopcltssuess of their future, and by the intolerable per secution oi their race, it is only natural that they should consti tute the very kernel of Russ'au Nihilism." It seems particularly strange strange and unfortunate, that the present civilization of the world permits such an anomalistic situ ation to remain in existence. Certain it is that the logic of his tory aud the convincing proofs of exoerienee. have long since demonstrated to eveiy individual, I and every nation, on the lace of the earth, who has sullicient in telligence to be cognizant of pass ing events, conditions and require Iments, that race prejudice and race preferment are the poorest application of political economy in existence. A man is a man without refer ence to liia descent or heredity, is an axiom that the most most pro gressive nations of the earth have found it to their advantage to adopt and act upon. Hace prejudice and the divine right of kings, through hereditary descent, are pernicious ideas that clog the wheels of progress and interfere with the happiness and development of mankind. The threatened Indian uprising among the Moquis was suppressed in prompt and effective fashion. The concentration of troops at the reservations showed the Indians that the game was up ; it cost very little in comparison with the ex penses of an Indian war, and it saved bloodshed and a feeling of insecurity throughout the north eastern part of Arizona. If this I plan had been followed in the last twenty years the treasury would have been the gainer bv several millions and the lives of thou sands of settlers would huve been saved Iover, X.
