grants have tenaciously adhered

these foreigners do not speak Eng
lish. There is a popular fallacy
that ia certain parts of Pennsyl
vania "Dutch" is exclusively
spoken, but it is a notorious fact
that not one in a hundred of (he
so-called Pennsylvania Dutchmen
is ignorant of or unable to speak
our language. The assumption
that communities would abstain
from learning English is based on
tha erroneous idea that all persons
wlo are not of English extraction
are foole. as they would be cer
tainly if, located in a country like
the United States, they refused to
avail themselves of the opportuni
ties which a knowledge of the
English language would open to
