They are John Haskins, two years, bur glary ; D. W. Thurston, five years, assault, with attempt to commit raje ; John and Albert Pool, each two years, larceny. The whole number of prisoners in the penitentiary now is 395, with room for only five more, counting two in each cell. In the annual fireman's election to-d&y W. S. lxw was elected chief and V. F. Dugan assistant. The militia boys all leturned home from Eugene happy over the victory of company H in winning the medal. It is probable that the coi ipany will be challenged lor a competitive drill, to be held here during fair week. Salem will be lively with teach ers for the next three weeks, the Marion County Normal Institute Laving commenced its annual session to-day, which promises to ce a very interesting and profita Lle ore. There are already en roiled the names of 07 teachers, but there will be over 100 before the session is over. JUDGE DEAD If RETURNED. He tins Iteen Attending Court In California. Portland, July G. Judge Mat thew P. Deady returned this morn ing from hia trip to California. He was there with Judge Field at the organization of the circuit court of appeals. This court is organized pursuant to a law passed at the last session of congress. Nine of them are to be organized one in each United States circuit. These courts take final cognizance of appeals from district and circuit courts, which will relieve the supreme court at Washington. A judge will be appointed for thii court by President Harrison when congress meets next Decem ber. The court will, however, hold its first session in October. ROYAL-ITY IN PORTLAND. The Earl of Galloway Now Visiting Oregon's Metropolis. Portland, July C Sunday morning there arrived in this city, the Earl of Galloway, one of the prominent member of the English house of lords, accompanied by. his youngest sister, the Lady Isabel Stewart, his physician. The earl's wife, the Countess of Galloway, is a sis er of the marquis of Salisbury, Knight of the Garter, England's prime minister, and is now in London. Thir distinguished visi tor is traveling for hi8 health. CONSOLIDATED PORTLAND. The New Offlclala Assume Thud Duties-First Counlll Meeting, Portland, July 6. The ci officials of the consolidated mu nicipality assumed their duties at 12:30 to-day, and the first city OOiMwal meeting under the new t$am was held this evening. Without a jar the change was made. There is now neither an East Portland or an Albina, except in name, and instead of being a city of 50,000 Portland is now a metropolis of 75 000 people. Will Be Electrocuted To-day. Sing Sdco, N. Y., July 6. AH day long newspapei men have been haunting the penitentiary to get, if possible, something about the electrocution of the four murder ers, which eY'erybody expected would take place to-day. None of them were allowed to go beyond the line of guards established by the warden, although preparations seem to be in progress lor the exe cution. The statement is made from a semiofficial source that there would be no execution to day, and that it would occur in all likelihood at daybreak to-morrow. Gladstone's Health Is Not Good. London, July 6. Notwithstand ing lavorable reports from Air. Gladstone, the leading liberals do not expect to see him oack in bis seat until July 31. After the par oxysm of grief that followed the news of the death of bis son there was a calm, with appearance of re vived energy. It was understood that under this influence Mr. Glad stone showed himself in public yesterday, but a reaction is now apprehended. Mormons Hunting Converts, Nbw York, July 6. Eighteen Mormon missionaries have Bailed hence for Liverpool. Thev will visit England, Ireland, Scotland and Germany, preaching in the small towns and villages. They w ill remain abroad two years. An Alabama Bank Vailed. Montgomery, Ala.,' July 6. Mosers Bros.' bank suspended pay ment this morning. They say their assets will amount to more than the liabilities. Neither figures can yet be approximately esti mated. The failure is due to a stringency of money. The liabili ties are said to be about 50J,000. They did a sayings-bank business and bad scores of depositors among the poorer people. There is a great throng of them around the doors of the bank this evening. A local bank last Saturday otTeied Mosers Bros. $100,000 to tide over the crisis, but they refused to take it. The firm stands very high for integrity, and few believe there is anything dishonest about the sus pension. Each individual member of the firm included bis home, all his real estate and personal prop erty in the schedule of assign ment. A Royal Marriage. London, July 6. The event of the day is the marriage of a grand daughter of (iueen Victoria, the Princess Louise of Schleswig-Hol-stein to Prince Aribet of Anhalt Dessau. The marriage is a fortun ate one for Prince Arihet, ho is a fortuneless younger s.'ii of the ruler of a cheap principality, anJ is about 27 years old, or six years older than his bride, who is one of the best lo iking '. A Paris dis patch says that a profound impres sion has been created thpre by the enthusiasm aid cordiality of the British reception to the kaiser. It is universally regarded as proof that England will be found with the triple alliance in a European war, and France and Russia will have to calculate on the hostility of the British fleet. The public sen timet t is very Ftrong ayain.-t England, and almost no other Klitical matter is a topic of pub lic discussion. There is no con cealment of the feeling that the odils against France and Russia have been increased to a degree that arouses great apprehensions as to the ossible re-ult of a war and wnile this has with many a tendency to discourage war-like agitation, others urge an early quarrel lefore the dreibund be comes solidified, and while Eng land is not bound by formal agree ment to sustain the cause of the alliance. The answer of Russia to the renewal of the triple alli ance has been the aJdrion of t wo more regiments to the force in Volhynia near the Austrian frou- ier, and increased activity in the -instruction of ircn-clads. The .ussian government, says a Y'ienna dispatch, is not believed to be ready for a conflict at this time, or likely to be ready in the course of this year. All indica tions point to the strengthening of fleet and army for a dite bevond 1891. Union Pacific Railway Statement. Boston, July G. The Union Pa cific statement (preliminary )h1iows the net earnings to be $1,029,00:). a a decrease of $274,000. For five months, to May 31, the net earn ings show an increase of $257,000. Russia at the World's Fair. St. Peiersiicrg, July G. The government has consented to take part in the world's fair at Chicago. Baron DeStruve will preside over the Russian section of the exhibi tion. Exportation of Corn Prohibited. London, July G. The govern ment of Persia has prohibited the exportation of corn from that country. Crops in the southern provinces have been destroyed by locusts. SI I'lunkard." A Yankee comedy of the above title will be seen at the Albany opera house on Wednesday, July 8. The comedy is in four acts", the scenes of which are laid in and aiound the NeYv England countrv and New York city. The central figure, of course, is "Si Plunkard," a young Yankee no tion peddler, which part is looked after by Mr. J. C. Lewis. Some of the leading characters seen mav be mentioned. Iora Page, a young country lass, in love with Si; Felix Schmanlt, an inventive Dutchman ; Robert Denny, a bogus stock speculator; Ezra Page, an honest old farmer who does not understand speculation ; Moses Wilton, a Hebrew money lender, and numerous friends of the Page family. A CYCLONE'S FURY. It Sweeps Away a Portion of Baton Rouge. MANY KILLED AND WOUNDED, The P.nitDDtUry Walls Blown Djwn Tha Pstb of the Dsadly Blast. Baton Roloe, La., July 6. A cyclone passed over the lower por tion of the town this morning, unroofit g houses, tearing up im mense trees and carrying pieces of the wreck through the air for many blocks. The boulevard is iitteied with trees that were torn up by the wind, and pieces of house tops and other timbers. The penitentiary walls were blown down. Ten persons were killed and thirty wounded. The factory building is demolished, and the hospital and penitentiary are a mass of ruins. The steam ship Smoky City was blown to pieces, there being nothing left nut the hull. Several of the crew were badly injured. THE KARMEK9 ALLIANCE, A Rupture In Minnesota Over Dis honest Leaders, Northkiei.d, July G. There is every evidence of a rupture in the ran-isofthe farmers alliance in Southern Minnesota owing, it is alleged, to the perpetration of an outrageous swindle by several of the leaders. For a year or two the members have been furnished, through the alliance, with farming implements, twine, etc., at a sup posed reduction in price. The greatest saving was on the twine. It is true that the twine has been supplied at a bi reduction, but an investigation mad by a suspicions alliance man has developed a startling anil nios bare-faced swindle. The alliance traders had liought a cheap article of sisal i wine and had it colored the color of pure manilla and sold for that ar ticle, giving the seller a very large margin. It is said that $15,000 had ben made out of the swindle thus worked upon the purchasers. The farmers are verv indignant, and there is a possibility that the whole fabric of the alliance will succumb in the storm that has been raised. GOING TO EUROPE. Thousands of Americans Crossing the Atlantic. New York, July 6. There is still no sign of thinninif in the ranks of the vast army of tourists and travelers of all sorts and con ditions that is steadily moving Eur jpeward. Every week new recruits swell the list of the big passenger fleet, and it is safe to -ay that at least 100,000 persons, big and little, have left this port on transatlantic steamships since May 1st. On live steamships sail ing to-day were 1051 saloon and cabin passengers, an increase of more than 300 over the number sailing one week ago. On the French steamship Le Bretagne, bound for Havre, were 298 saloon passengers. The Umbria carried 398, the Alter 215, the Spaarndam 1G5 for Rotterdam, the Alaska for Liverpool 300 and the City of Rome for Liverpool 416. Russian Officials Involved. London, July G. The inY'es'i gation into the kidnaping of Rus sian wemen near the Turkish Asiatic frontier has, it is sail, pointed clearly to complicity on the part of the Russian local authorities, who have been deriv ing a lucrative traffic in aiding Turkish slave traders to abduct females from Russia for sale to Turkish harems. As the inves tigations if pursued, would strike persons high in public favor and valued for their services in other respects, it is understood the in quiry will end in a warning to local officials that the kidnapping nni:,t be .discontinued under peril of future punishment. A flairs in Haytl. New York, July 6. The Atlas line steamer Alvena, which ar riYed here to-day from Jeramie and other West Indian ports, brings some interesting Havtian news. The Alvena left Jeramie June 20. and there were then indi cations that the black republic would soon be the scene of an other bloody rebellion. So strong is the opposition to Hyppolite that an om urea k is apt to occur at anv moment. Blair has been again turned down by the Chinese government. Mr. Blair, it will be rememlered, was nominated to the Chinese mis sion during the closing days of the last session of congress. Simulta neously' with the president's ac tion the Chinese legation forward ed to Pekin a complete abstract of Mr. Blair's record on the Chinese question. After it had been read and considered, the imperial gov ernment decided that it wonld not receive Mr. Blair, and a cablegram to that effect was immediately for warded to its minister here. " A reply was sent to China in hope, presumably, that when Li Hung Chun; found how anxious the administration was about it ' lie might relent and consent to re ceive the New Hampshire states man. The Chinese premier's re ply react. ed Washington a few days ago. It was intended to keep it a clo-e secret, but its contents leaked out to-day.
