AND The crop prospect continues to be better than good, though re porta of drought in aoine parts of the Northwest tends to produce disquietude. In some former years the destructive drought be gan about tbis time. It is possible that the present prospect may be somewhat modified. A compara tively small surplus will be carried over from last year, which, witl the reported shortness in France and aome other countries, will tnd to high prices in wheat with absolute certainty in our own country. From the agricultural department comes a statement that good prices for corn and oats, as well as wheat, are as absolutely assured aa they can ever be. In toe tame quarter the opinion is expressed that, under present prices, (arm lands are promising investment. A communication from the agricultural department says: "The Western prices of corn and oats are more than hundred per cent higher than they were twelve months ago, wheat and meats very much advanced and an upward movement in near ly all rural values, those of lands included, lias already commenced in spite of the fact that there has been no reduction of area planted no dead line of limitation to rural exploitation found. The forces of ef nature and the revolutions of time and circumstance have worked a beneficent change. First, a bad season cut down the crop of corn and oats, and eliminated a surplus that had reduced prices below the cost of production. Next, two years of underaverage wheat production of the world have reduced stocks and and ad vanced prices, while the unfavor able foreign advices of the present season, coupled with the high prospect in this country, rendei it probable that our surplus of the present crop will be large and prices bigh. Finally, the prices of all meats, aa was indicated in the Statisticians's Report for January, have materially advanced, as also those of the different grades of beeves. The microbe, and microbe killers, have been the subject oi considerable discussion, and have been pretty generally accepted as correct in theory and quiet exten sively adopted in practice in an irregular way. Human beings rush with avidity to secure any allievement for ailments both imaginary and real, and the microbe theory appeals with romantic distinction for accept ance. A late writer shows an other form of the theory, how ever. He aays that from the fact that in many forms of disease the presence of microbes is detected the popular notion lias arisen that hey are the cause of the disease and that their destruction would nrnan a cure. A rather novel view has been presented, however, in a little volume which has appeared in New York, from the pen of Mr. George T. Chapman, entitled "The Microbe Has His Rights." The author's view, in brief, is tnai tne microDe is not the cause of disease, but a minute scavenger set at work by nature to remove the debris of disease. The answer to this theory from medical men in general will no doubt be that it is not an orthodox view, and various teemingly conclusive facts in bacteriology ceuld doubtless be cited in opposition to it. Y'et in a science that, with all its advances, still contains many obscure prob lems much latitude may be allowed to theorists. In the clash of contending intellects gleams of truth oftentimes appear. The Chapman theory, however it may strike the medical man, will im press the popular mind with a sense of novelty, and while it may not escape ridicule, it will easily survive that.or.leal unle3S is; reasoning shall be proven to be fallacious. Thk preeent earnest and active discussion upon the subject of foreign immigration, it is to be hoped will result in some definite and effective action being taken, that will bring about results con ducive to the advantage of the country. The oflicial action in re gard to turning back immigrants who were Mormon poselytes and avowed advocates of polygamous marriages, will be heartily en dorsed by the people, and will certain! v have a deterring influence in k3eping back that undesirable class of persons. The Prairie Farmer has been actively out spoken upon this matter. A re cent number says: "The United States should and will welcome thrift v and honest persons from wheresoever they may come. The best interests of this class will be conserved by rigidly excluding all persons inimical, mere is no reason why foreign nations should be allowed to abuse our hospital ity. Italy lias lately forbidden tier people under the age of twenty- one from leaving the country. At that age tliey can be U raited into the ariuv. In self-defense, if y ung men are not allowed to emigrate old men should 1)8 kept out. It is evident that in self-defense the United States must from hence forth scrutinize in the most careful manner the status of the emigrants seeking our shores, but welcome all industrious, honest people of whatever nation they may be." The Apache Indians have been the terror of the Mexican border of the United States for years, and it appears still hang on. In Ari zona, lately one man has neen killed and another fatallv wounded by them. And still there are sentimentalists in the country who are urging the permission for Geronimo the murdering Apache chief to return to hu tribe because the arch old fiend pretends to be a good Sunday school scholar. THE 2D REGIMENT ENCAMPMENT Will be in session at Eugene at that time, and the week preced ing, and will form a very attrac tive feature of the day. This tine body of 500 men will give splen did exhibits of drill, parade, etc. Dances and epen air concerto with music by the best band in the state each evening, all with the beauty and grandeur of mili tary order and discipline.
