A trustworty correspondent of the New York Tribune, writing from Panama, gives at considerable length the version of both sides as to the causes of the Chilian con flict. It is undeniable that popu lar sympathy in the United States has somehow been with the revolu tionary party, but if the friends of President Balmaceda are to be be lieved, the insurgents deserve not our sympathy, but our condemna tion. For Balmaceda is described by his suopoiters as the champion of the rights of the people against the great landowners and the priests." Like many of the South American nations, Chili has been only nominally a republic. In reality it has been an oligarchy ruled by a clique of wealthy families and foreign ecclesiastics, mainly from Spain and Italy "There was not a government in South America," according to the BalmacedUts, "that was less deui ocratic. One president was sue ceeded by a brother-in-law or by a nephew, and a few wealthy families ruled the state. It was not until the conquest of the nitrate provinces that the tryanny of the landholding oligarchy was over thrown. The liberals represented the mass of the Chilian population, who bad been denied the privileges of self-government. The victories over the Peruvians had not only inflated national pride, but also developed the political instincts of the people. There was a popular movement in favor of emancipa tion from aristocratic rule and clerical domination. Jose Manuel Balmaceda was the leader of the masses against the classes. With a liberal majority in congress he was enabled to pass several meas ures aimed against clericalism, notably the civil marriage and the cemeteries secularization acts, and to fill the civil service with am bitious lawyers and politicians who had never before teen in office." Finally the conservatives Wcitme alarmed by the growing power of the liberal party, and obtaining control of congress by a combination with a few disaffected liberals, they passed a vote of lack of confidence in the ministry and refused to vote supplies until a cabinet satisfactory to them was appointed. Bairaaceda's partisans claim that this was an attempt to usuip the executive prerogative, and to substitute for an executive government a government by a cabinet or ministry incompatible with republican institutions. When the conservatives continued their aggressions, Balmaceda dis solved congress, and that lit the flames of war. The friends of the president declare that he is a hero, "defending the country against a revolt supported mainly by the great families, the foreign born priests and nearly all the English residents." This is one side of the story. The insur gents says that Balmaceda is no courageous and self-sacrificing pa triot, but an unscrupulous tyiant, who has surrounded himself with ministers who are incapable and corrupt, and is attempting to force upon the country as his successor a man with a scandalous record They accuse Balmaceda of bribing army officers, tilling the public service with his pliant tools, pro hibiting public meetings and breaking them up by his brutal soldiery, and establishing a press cenorship. They insist that they endured his tyranny aa long as they could, and did not take up armes until constitutional methods of relief had been exhausted. The insurgents are fighting the battle of institutional liberty, and are supported not only by the foreigners but by the educated classes, throughout the republic. Here we respective versions of the parti sans. Americans are at Hberty to accept the one they choose. But of this there can be little question, that Baluiaceda, whether he is a patriot or a tyrant, kas shown himself a vigorous and resourceful fighter, and the Chilian civil con flict bids fair to drag on until it impoverishes and utterly exhausts the warlike little nation, unless it is soon ended by the intervention of England, France or the United States. On next Monday the cities of Portland, East Portland and Albina vote upon the question of consolidation, upon making the three places one. There can realty be but one Bide to this question, from an impartial view of the case by disinterested parties, and that is that the question should carry. The fact is, where the natural barriers are so small as they are in the case of these cities they being Fnarated nnl;- by ihe incon siderable width of the Willamette river there never should have been any separate corporations formed. All questions of econom ical and convenient administra tion of municipal affaiis point to that conclusion, and emphasize the fact that consolidation should prevail. This fine body of 500 men will give splen did exhibits of drill, parade, etc. Dances and epen air concerts with music by the best band in the state each evening, all with the beauty and grandeur of mili tary order and discipline.
