The matter of getting around the obstructions in the Columbia river, so as to give uninterrupted shipment for t.ie products of the inland empire, is one of absorbing interest to dwellers in that rich and nrotluctive country. The .Waterway convention has been in mm TIT 1 ? session in waiia vtaua.in , which the ways and means of reaching that desired end was dis cussed. The committee on resolutions reported tw o memorials. The first memorial was to congress and was adopted after considerable dis cussion. The memorial alludes to the distress of producers, because of inadequate transportation facil ities, and urges the necessity of the permanent opening of the Columbia river through a comple tion of the Cascade locks and con structing a boat railway alwveTbe l'alles. It deplores the slowless and diliatory manner in which work ha? teen done at the locks, believing much money and time has leen wasted, and that work could be more economically done b contract under the supervision of the war department. The memorial urgently requests that the bill of Senator McConHell for the improvement of Snake river be passed. Also Mitchell's bill for a boat railway above The Dalles, and Dolphs' bill for aa appropria tion sufficient to complete the locks. Another memorial it the legislatures of Oregou, IVasliing- ton and Idaho, was introduced, but has not been acted on by the convention yet. It recites the tame grievance anj ask8 for an appropriation of $100,000 from each state for providing a portage rail way around The Dalles and Cas cades of the Columbia river aa a temporary relief for grain pro ducers. Taese points of argument bother instead of helping and mak the matter more difficult to put right in the minds of the legislators. One of these perplexing arguments, that leads the mind away from the true subject and sends it off.to mire down in the quagmires of doubt and decision, is the very specious, plausible, but wholly deceptive claim that in making the assess meat the tangible property nl not the individual is the tlung for the assessor to hunt up. Xo more false and misleading state ment could be made. The assess ment and taxation law must of a necessity hunt and.locate the Indi vidual, and then determine the in dividuals just and equitable liabil ity in the matter of defraying tlie governmental expense. Govern ments never yet made iroperty pay taxes. In every case where an individual owner can not be located, the government seeks out and finds an individual who will aHsume ownership and pay the taxes. Indeed the burden of part of the present taxation law is that in attempting to locate property, the government in a measure assumes a quatd ownership in it, and to that extent it Incomes a burden and an expense until the individual owner can be found and the.government relieved of its rare. The quest ion is com plicated enough without dragging in these false and mystifying statements ni argument. Albany's charter bill has passed the legislature, empower in the city to issue her $75,000 bmdH. The matter of consolidating the tLree cities of Portland, East Portland and Albina, is being worked for with might and main in Portland and before the legisla ture at Salem. Ms.yor Delasmutt issued a call for a mass meeting of the citizens to take place last nightfor the pur pose ef organized action favoring consolidation of the three cities, strong opposition prevails in both East Portland and Albina, and the measure 19 likely to fail. There is no question as to the right and ex pediency of the movement, but local prejudice is the hindering cause. The mistake was in allow ing the separate municipalities in the first place. The outlying cities should have been additions to or suburbs of Portland at first. The Santiam mines are no longer an unknown quantity. The new machinery there is converting the ore into bullion, and the dis trict is now a scene of active min ing operations, which promise satisfactory results. Tut re must be no wrangle in Albany over the location of the bridge. One or more competent Eovernmentengineers should make a survey and fix the location, and this should be final. Salem is infested with tramps and pick-pockets. Can it be that these felloes regard Oregon's solons as a verdant, unsophisti cated lot, offering a rich field to prey upon? THE WOULD ENRICHED.
