We agree entirely with tlie Oregonian on t Iiid siibji-ct when it says : The etlort to amend tlie horticultural act ought to suc ceed. In its present form the art gives the commission no siiiHcierit jiower to compel improvement or destruction of orchards infested with pests; and without such jkw er the commission can accomplish little. A single neglected orchard will keep a whole townshipstocked with destructive insects. What is wanted is an anienduiendineiit that will give the commission power to enforce, its orders. Many varieties of insects der-trm live to fruit and fruit frees have hecome prevalent and abundant in our state. We shall get no more line apples, pears, etc., uiiIchu we fight the insects ; and uncultivated orchards, which are always in fested, should he destroyed. The -subject of putting electric wires, for lighting and motor pur IHse9, under ground has become a i-ubject of active discussion. It is paid that the subject w ill have a full and fairdiscupsinn before the Miss ouri legislature this winter. A bill is before that body requiring flint all wires ned for electricity be placed under ground, and of course there is a lively opposition thereto. In St. Louis there is the largest municipal lighting plant in the country, and there are also numer ous lines of street cars run by elec tricity. Then the telephone and telegraph lines are interested. They assert that thev can not run their wires under ground with the high preesure currents, and the street car men Bay no means has yet lieen devised of running cars snc eessfr.tly with underground wires. It is more than probable that the heads of the Missouri legislators will buzz before they get through with this subject. The remarkable avidity with which persons seem to desire to predict dire disaster to this world of ours apparently w ith the design of disturbing the nerves of timid people, is pretty well illust rated by the recently promulgated theory of Marshal Wheeler. It is to the ell'ect that once in every .'iO,W3 years "the sun ho strougly attracts one of the poles and repels the other'' that the earth makes a flop of ninety degrees. This idea, if accepted, would clear up a great many things which puzzle the student of the glacial theory. It may Ins added, for the informa tion of timed jersons w ho do not like to contemplate the prospect of such a radical change of climate as this turn over of the earth brings about, that it will be nearly fifteen thousand years before another flop occurs. Ocr State possesses a claim up on the fame of Lieutenant Schwatka, as he was a citizen here, and will 1? grateful to the Chronicle lor the following words in bis favor. "It is to be hoped that Lieutenant Schwatka will not come to so inglorious an end as to die of injuries received by fulling dewn tbebo'el stairs in an obscure Iowa town. Schwatka has many failings.but he is one of the liest of Arctic explorers am! it is a great pity that bis m.irked abilities :n this field could not be utili.cd. Of all the men who have engaged in imlar research during the las ten years Schwatka and (ieorge W. Melville have shown the best combination of executive ability, bravery anil endurance. K.ich deserves to 1 e placed in charge of an expedition, instead of wearing out hie in petty routine work.' The new ballot law should most assuredly be parsed by the legis lature, for the people demand it. That is the criteiion by which the ldgislators should be guided in all their actions. The dwellers of the mountainous regions of Virginia and North Caro lina seem to breathe in a epirit of definance and resistance. Recent ly in Doddridge county, W. Va., a sheriff had a pitched battle in his efforts to terve a warrant and the prisoner was brought in on a stretcher. Another tight is ex pected when the ring-leaders of j the mob are arrested. One reason for this desperate resistance to the law is the mountaineer's fear of the jails in the lowland, which is well brought out in Miss Murfrce's stories. Imprisonment, even for a few weeks, is worse to these people than death itself, so that it is not strange that they should resist what they regard as persecution. The benefit of the state of Ore gon, to accrue from a handsome exhibit at the World's Fair at Chicago, seems to be fading into the dim and distant future to such an alarming extent, that it is probable that it will be as impos sible to grasp it as it would be for the proverbial small boy to pull the moon from the sky and use it for a foot ball. If there is any product in Ore gon that deserves prompt and efficient guarding and succoring it is its fruits. More strict measures should be adopted rather than the abolishment of the present ones. The legislature would undoubt edly meet the wishes of the ma jority of the people if it would pass a law restraining all stock from running at large.
